SEMINAR ISTANBUL 31 MAY 2013 LAW ENFORCEMENT PRACTICES ON COMBAT OF VIOLENCE AGAINST WOMEN Concept • Project IAVE (Investigation and Support of Vulnerable Victims) was conceived by the National Republican Guard (NRG), with the aim of providing a qualified approach in tackling situations related to violence exerted upon women, children and other groups of vulnerable victims (elderly, people with disabilities, LGBT people and ethnic minorities).

SEMINAR ISTANBUL 31 MAY 2013 LAW ENFORCEMENT PRACTICES ON COMBAT OF VIOLENCE AGAINST WOMEN Historical framework • Created in 2002 (after CI reorganization) • Put into practice between September 2004 and May 2005 (with training for the first investigators and further assignment to District Territorial Commands Units - DTCU) • II National Plan Against DV (2003- 2006)

SEMINAR ISTANBUL 31 MAY 2013 LAW ENFORCEMENT PRACTICES ON COMBAT OF VIOLENCE AGAINST WOMEN Historical framework – development phases • Phase I: Beginning in 2004, with training for NMUME police officers (PO) – teams in the DTCU (currently designated NIAVE) • Phase II: Beginning in 2005, ended in 2008, with specialized training to 1 PO from the 243 teams at Territorial Poste levels (EII/PTer), smallest operational unit, therefore closer to citizens, namely victims • Phase III: Beginning in 2005, (suppose to) end in 2011, enlarging the scope to other types of vulnerable victims, particularly elderly, people with disabilities, LGBT people and ethnic minorities, as well as training to all investigators from other EII/PTer • Phase IV: Consolidation of Project IAVE, taking a step forward, from Project to Programme, in 2013

SEMINAR ISTANBUL 31 MAY 2013 LAW ENFORCEMENT PRACTICES ON COMBAT OF VIOLENCE AGAINST WOMEN Competencies • Investigating crimes committed, essentially, against women, children, elderly and other groups of vulnerable victims, while providing them support and assistance • Cooperate with judicial authorities in most critical cases, namely, through a continuous risk assessment • Others that, directly or indirectly related with criminal investigation, are delegated by judicial authorities

Minho; CEJ; INML; DGAI; PJ; CNPCJ • Update training, with psychological evaluation • Initiatives promoted by the MIA, Conferences, Seminars, Workshops and joint projects • Basic, Promotion and Qualification Courses (modules, conferences)

SEMINAR ISTANBUL 31 MAY 2013 LAW ENFORCEMENT PRACTICES ON COMBAT OF VIOLENCE AGAINST WOMEN Prospective • Project IAVE is in its final phase of implementation • With phase III, we want to improve responses to other vulnerable victims, such as elderly, people with disabilities, LGBT people and ethnic minorities • Consolidation of phases II and III, beyond promoting competencies in the scope of Project IAVE, will allow to qualify other projects, such as: • Support 65: elders in Safety • Safety School • Participation in Child Protection Commissions • Certification of Project IAVE

SEMINAR ISTANBUL 31 MAY 2013 LAW ENFORCEMENT PRACTICES ON COMBAT OF VIOLENCE AGAINST WOMEN Conclusions • …NRG commitment with this project has the purpose of leading Police Officers, institutions and citizens to “think IAVE”, because we believe that this change in mentalities will contribute to improve fundamental rights and quality of live from citizens who, normally, are considered the weakest link of the phenomenon – the victims
