Agenda • Goal of interoperability • Radio programming • Regional ICS Protocol • Communications Unit Leader State of AlaskaDivision of Enterprise Technology Services 2
Planning Should AnswerThese Questions • WHO: Field responders during an incident • WHAT: Equipment/processes will be used for communicating • WHEN: During a multi-agency response • WHERE: Anywhere in the state • WHY: Public and Responder safety • HOW: The ICS Protocol will be used between agencies AGENCY AGENCY 1 2 INTEROPERABLECOMMUNICATIONS State of AlaskaDivision of Enterprise Technology Services 3

State & Regional ICS Protocol • Begin using your regular talkgroups • Within your region, your dispatch will assign you a talkgroup • When entering a different region, contact dispatch on HAIL. Dispatch will then direct you to the proper talkgroup • When response is complete, close out the call with dispatch and return to your regular talkgroups State of AlaskaDivision of Enterprise Technology Services 9

Incident Command Structure Under NIMS Communications Leader (COML) Responsible for ICS Form 205 during incident State of AlaskaDivision of Enterprise Technology Services 12
Communications Leader (COML) • Coordinate and control communications in support of Incident Command including: • Identify available talkgroups and frequencies and how they are to be used during the incident response • Prepare and maintain an ICS 205 • Receive communications coordination requests from the Incident Commander • Work with Radio Technicians to establish new communications nets and to program radios • Work with Dispatch to ensure that responders are using the proper talkgroups and channels State of AlaskaDivision of Enterprise Technology Services 13

Preplanning is Key to Interoperability • Radios must be programmed with mutual aid and interoperability channels beforehand • When the “big one” hits, it’s too late • Program as many mutual aid channels into radios as you have capacity for • Establish communications (make sure they work) before going into the field • Common naming convention is important State of AlaskaDivision of Enterprise Technology Services 16
The Goal The ALMR ICS Communications Protocol will be widely understood and used during major incidents allowing local, state and federal first responders to execute a coordinated and effective response State of AlaskaDivision of Enterprise Technology Services 17
