Intangible benefits for institutions • HR tool for developing capabilities of your staff. • Increase the prestige of the institution. • International Relations: Strengthening relations with peer institutions in other Member States (consortia) and in Beneficiary Countries.
How to engage institutions (I) To the top management: • Involve top management as experts • Include EU- twinning in formal mission/vision/strategy paper of the institution To the second level management • Involve them • Show them financial incentives, Twinning Management Costs and RTA re-imbursement costs
How to engage institutions (II) Implement a central unit for Twinning: • To select projects to apply for • Undertake administrative assignments that will make life easier for experts and the management in all phases • To write/review applications, contracts, select experts and consortia partners • Awareness of the competence development possibilities that twinning contains for the individual employee
Information & Visibility • How well informed about Twinning are MS Administrations? • Is Twinning known also by those institutions that never benefited from it? • Are all institutions regularly informed about projects? • Use local media, internet etc. • Provide internal visibility and understanding • Inspire RTA and STE candidates that will bring their administrative experience with them.

During the programming phase • IPA Committee – Approval of National Programmes and Project Fiches (with Twinning components). • Good to establish a network with RTA candidates in institutions. • Good to establish regular contacts with your peers in other MS for possible consortia.
During the preparation ofTwinning proposals • Ensure that all the institutions involved are eligible. • Include only the relevant CVs. • Consider the conditions in the Beneficiary Administration and adapt your proposal accordingly.
Preparing the selection meeting • Ensure that all the relevant members of the Twinning team are available for the selection meeting. • Share the time between Project Leader and RTA • The BC officials have to feel confident with the RTA. • Explain comparative advantages of MS Administration • Knowledge of the reality of the Beneficiary • Why MS Administration is the best for carrying out the project?
During the Drafting of the Contract • Keep reasonable the number of study visits or class 3 short term experts. • Compare, regularly, the draft contract with the Twinning Fiche. • Ensure that the period doesn’t exceed the 6 months period. • Establish contacts with Beneficiaries, Delegation and Contracting Authority and maintain them throughout the process.
During the Implementation of the Project • Close cooperation with the EU Delegation / EULO. • The MS Project Leader to maintain close contact with BC Project Leader and to attend the Project Steering Committee. • Coordinate your action with other relevant actors in the field. Special attention to other projects managed by the EU Delegation or under SIGMA or TAIEX instruments. • Make a glossary with the technical terms in all the languages of the experts involved. • Networking in two levels inside the Beneficiary Administration: • Strategic: with the officials that can solve conflicts or can support the implementation of the project. • Operational: with the officials that works on a day to day basis in the project.
