9. IEP: National Standards for Costs 1. Access to dark fibre on campus: $6,000 plus or minus $2,000, unless there are special cost-based considerations that would justify a higher rate in a particular instance. 2. ORAN 1 Gbps Transport Service: $33,000 plus or minus $3,000, unless there are special cost-based considerations that would justify a higher rate.  3. ORAN Fibre Patches or Intra-building fibre: Reasonable out of pocket costs only 4. ORAN 100 Mbps LAN Extension, Dark Fibre and services shared between sites: Use above standards to establish reasonable standard. 5. ORAN Membership fees: No ORAN membership fees for sites connected to the backbone network with dark fibre or lightpaths. Those labs that need an IP service or other benefits of membership from the ORAN are free to register and pay for such services on their own.

NEP-2: Possible Focuses • Some “nascent” platforms need guidance • Should effort be put into facilitating virtual organizations? • Non-traditional, data-dependent fields in social sciences and humanities are just starting to look at shared infrastructure • Is a different approach needed? • International virtual organizations are of increasing importance • Should special effort be put into promoting international collaboration? • Platforms are about changing the culture of research • Should CANARIE engage with other bodies to develop a coordinated program offering?

16. NEP-2 Issue:Emerging Market for Pay-As-You-GoIT Services • Affecting full range of IT services • Compute: pay for cycles • Storage: pay for volume • Software: pay for use • Enabled by the same technologies as platforms • variations on web services, service-oriented architectures, etc. • Google, Amazon, IBM, SUN all becoming major players • “Cloud computing” major strategic thrust for industry • Other players likely to move into market soon • integrators, electricity companies, major e-commerce firms

17. NEP-2 Issue:Green-IT as a possible priority • SOA and advanced research networks offer opportunity to move major compute clusters and server farms to remote locations near power generating stations without loss of functionality • ICT industry comparable to aviation industry in carbon emissions • large server farms a major contributor to ICT power consumption • moving bits (i.e. using optical networks) rather than electrons (i.e. electrical transmission lines) offers real advantages and cost savings • Many campuses are running out of electrical power (and space) • off campus/shared data centres would offer benefits • added benefit would be to enhance business continuity coordination • some campuses are moving towards being carbon free (e.g. BC) • Other opportunities being discussed

18. Proposed Review of CANARIE/ORAN Relationship Given ... • likely pressure on CANARIE’s IEP-2 budget vis-a-vis ORAN needs • increasing interest of some ORANs in CI support role • evolution of pay-as-you-go ICT services • interest of CUCCIO in joint projects (maybe Computer Canada??) • growing pressures to do something about green IT • current advanced planning for post 2012 period ... it has been proposed that the time is right to put the various relationships between CANARIE and the ORANs on a solid footing The CANARIE Board will be looking at this issue at its January retreat.

19. ORAN Activity Support Program (OASP) • Funding to support addition of staff or to support operating costs in order to enable the ORANs to better serve CANARIE’s objectives • Budget of $2.5 M (2008-12) • Total allocation approved of $1,842,800 • based on the requests made. • Standardized PMIs • Funding effective April 1, 2008 • Letters sent June 15, 2008

20. Communications Program (OCP) • Funding to support initiatives that demonstrate the value of national and regional partnerships in the provision of advanced networks, networking technologies and the applications and services for which they are used • Budget of $250,000 (largely 2008-12) • Total allocation approved of $207,500 in new funding for 2008/09 and 2009/10 • Each ORAN to draw down annual allocation • Standardized PMI’s • Letters sent June 15, 2008

21. Next Steps for OASP and OCP • Finalize budget spreadsheets • Submit a final version of proposed activities. • Sign agreements for OASP and OCP • Submit annual claims for OASP • Draw down on OCP as required /incurred • PMIs will be addressed at the time of contracting.

22. Proposed Webinar Series • Two ORANs proposed a joint webinar series that would be expanded to include CANARIE and other ORANs. • The Executive Committee recommended that staff explore with the ORANs the potential for a national webinar series with a maximum contribution by CANARIE of $25,000 should the proposed project proceed.
