Cultural Resources Introduction BLM meets with MAC February 23, 2008 –BLM to work with Native American Advisory Committee (NAAC) on access to Painted Rock –If permits are required for self-guided access what is the process BLM meets with NAAC March 15, 2008 –Presented draft preferred alternative for access to Painted Rock (guided tours and self-guided) –For adaptive management to work in self-guided access permits, we need checks/balances on the system such as law enforcement, surveillance, monitoring etc. –BLM/NAAC to conduct workshop on July 26, 2008 to develop permit administrative procedures, conditions, and means to ensure permit compliance and site protection –Subsequent BLM/NAAC workshop to develop rock art preservation plan for Monument
Cultural ResourcesRock Art • All Rock Art • No commercial photography of rock art • Develop rock art preservation plan in consultation with Native Americans • Prioritize patrol and monitoring • Painted Rock • Provide continued guided tours of Painted Rock • Require permit for non-guided visitor access to Painted Rock – Permit will contain information on proper preservation, use ethics, etc. Maximum of 25 visitors in rock alcove at one time. Night-time closure • Monitor self guided permit program to ensure that visitors are complying with the stipulations/conditions that protect sensitive cultural resources. If monitoring shows that self guided permit program is not adequately protecting the resources, the program would be modified (e. g. change from self-issued to BLM personnel issued permits, limit times or days of issuance etc.) or discontinued. If the program were discontinued, access would be limited to guided groups only. • Allow Native American access for traditional activities Other Alternatives: Varying levels of public access and protection/conservation– Including no public access
