  3. Surface Transportation Program (STP) STP Large Urban Attributable St. Louis, Kansas City, Springfield Transportation Management Areas (TMAs) TMAs develop application, scoring and project selection criteria More elaborate, intricate detailed scoring based on Metropolitan Transportation Plans

  4. Surface Transportation Program (STP) STP Small Urban Non-Attributable – urban clusters with population between 5,000 – 200,000 $3.5 million distributed statewide annually Allocated directly to cities City leadership selects projects Usually used for roadway improvements

  5. Surface Transportation Program (STP) STP - Enhancement Approx $20 million annually statewide annually 25% used on MoDOT System; 75% Suballocated to TMAs and MoDOT Districts for local competitions Committees develop application, scoring and project selection criteria Used across all categories, but mostly bike/ped

  6. Surface Transportation Program (STP) Current round of funding available $40 total available statewide (2012/partial 2013) Incorporating SRTS funding Focus on infrastructure Call for projects – September 4th Applications due – November 5th Project selections announced – January 7, 2013

Congestion Mitigation & Air Quality (CMAQ) Funding to improve air quality and reduce traffic congestion Currently available in KC and St. Louis only TMA committees develop application, scoring and project selection criteria St. Louis tends to FTA transfer money to transit or use it for traffic management operations

Congestion Mitigation & Air Quality (CMAQ) Kansas City divides funding out per project category: Transit 34%, Traffic Flow 24%, Alternative Fuels 14%, Bicycle-Pedestrian 14%, Outreach and Other 9%, Diesel Retrofit/Conventional Fuel Strategies 5% Scored based on Total Emissions Reduction, Cost Effectiveness, Vehicle Miles Traveled Reduction, Land Use/Category- Specific Criteria

  9. Highway Safety Improvement Program (HSIP) Funding set aside through MoDOT funding distribution for use on MoDOT system Proactive Measure: Systemwide Solutions Reactive Measure: Severe Crash Experience Safety Assessment/Safety Needs Identification Education, Engineering, Enforcement and Other Policies

  10. State and Community Highway Safety Grants Section 402 Funding, administered through MoDOT Traffic and Highway Safety Division Funding can focus a variety of means to improve safety Aligned with Missouri’s Blueprint to Arrive Alive Heavily involves partners across the state in project selection

  11. BEAP/TEAP – Engineering Assistance Bridge Engineering Assistance Program Traffic Engineering Assistance Program Engineering assistance utilizing 80% HSP and Local Technology Assistance Program (LTAP) funds 20% contribution for local agency Public roads, off of MoDOT’s system
