LUSIPROJECT BUDGET AND SCHEDULE STATUS Thomas Fornek LUSI Project Manager June 8, 2009
Outline Project Status Funding, Obligations & Costs Cost and Schedule Performance Contingency & EAC Milestones & Critical Path Procurement Status Risk Management Summary
LUSI ARRA Modified Funding Profile ARRA Modified Profile Moves FY10-FY12 Funds into FY09 Still waiting for $7.6M of FY09 Funds Total received in April, 2009
Project Status (1) LUSI Baseline Performance (through Apr09) TPC = $60M (MIE = $55.1M, OPC = $4.9M) CD-4 = August 2012 TPC >26% Complete, TEC >18% Complete Contingency on MIE = $11.8M 33.2% on remaining work OPC is complete $50K remaining for close-out Most recent added scope to enhance LUSI science program Large Offset Monochromator for XPP Focusing lens for CXI
Project Status (2) • Design Completion • XPP Instrument Design through FIDR • CD-3 Ready • CXI Instrument • FIDR held June 3 • CD-3 Ready Now - Solid Instrument Configuration • XCS Instrument FIDR June 17 • 90% CD-3 Ready Now - Instrument configuration is solid • Diagnostics and Common Optics Design • 90% CD-3 Ready Now • Harmonic Rejection Mirror PDR June 15 • Controls and Data Acquisition • 100% CD-3 Ready Now • Inherited Designs from LCLS comprise many items
Project Status (3) • DOE-IPR Status Review Report from April Received • Responses have been prepared to the report recommendations • Preparing for the July 15, 2009 CD-3 Review • Held in Germantown • LUSI PM, Instrument Scientists and Controls Rep to travel • Working on the second part of the Baseline Change to incorporate ARRA effects into the baseline • Still need to incorporate two L2 milestones into schedule and adjust schedules appropriately (Waiting on TCCC) • First month of reporting on ARRA accounts has been completed • Some corrections are needed to the baseline – These will be incorporated in May
Project Performance This will be reduced once XCS “Early Science” detector is added
Critical Path(s) Critical Path (CP) to CD-4 XPP Sample Goniometer System Order Placed – Est. Delivery March 31, 2010 Secondary – XPP detector – Est. Delivery December, 2009 CXI 1 Micron KB Mirror System Order not placed – Delivery 11 months ARO XCS Detector System Estimated Delivery – December, 2011 Secondary - XCS Diffractometer System Purchase Requisition Process Started – Estimated Delivery December 2010
Procurements LUSI using same co-located procurement “cell” as LCLS Demand on SLAC Purchasing Dept. still high LUSI “Cell” still supports LCLS SLAC authority is $1M without DOE approval Only $100K for foreign procurements SLAC ARRA projects increasing demand Meeting with Procurement on a daily basis
Project Risks and Mitigation • LUSI Follows the LCLS Risk Management Plan and uses the LCLS Risk Registry • LCLS Project Management Document 1.1-002 • Risk Registry Updated May, 2009 • Major Risks • Do something to cause loss or suspension of ARRA funds • Annual funding - Continuing Resolutions (Retired) • Foreign procurements – Dollar fluctuation, sole source • Loss and/or availability of critical personnel (Exercised) • Ability to place procurements in a timely manner • CXI mirror delivery, performance • XPP, XCS Monochromator delivery, performance • XPP, XCS Detector delivery, performance
Lessons Learned • LUSI has reviewed the SNS Instrument Beamline Construction Lessons Learned – Many items were already incorporated • System Integration • Design • Procurement • Scheduling • Construction • Project Management • LCLS has started a Beamline Lessons Learned Document • LUSI Lessons Learned • Procurements demand substantial resources – Project and SLAC
Lessons Learned (1) • System Integration • Design Criteria – In place and controlled for LUSI • Baseline Scope Review – LUSI uses established LCLS procedures • Design Guide – Could be developed • Naming – Names established early • P&ID – Not standard at SLAC • Radiation Shielding Configuration • CD-4 Parameters Drawing – Key Performance Parameters • Subject Matter Experts involved early in design - • Integration of electrical systems – Function of Controls • System Integration Review • Plan for Instrument Operation Early – Scientists are already planning for operation • PPS Beam Sweep Plan early – LCLS ops working on this • Plan for Shielding Configuration Control • Complete Shielding Early • Confirm “As-built” conditions early
Lessons Learned (2) • Design • Shielding • Keep SLAC RP involved – Follow LCLS procedures – One POC • Documentation • Don’t wait for “just in time delivery” – strains resources • Integration of PPS and non-PPS cabling - Controls • Mechanical Interferences • We are working on processes to minimize this • Vacuum Compatibility • LCLS standards exist • Ergonomic Features • Scientists and Engineers are very involved – experienced • Motion Control – Standards established by controls • Crane Design • Extra Vessel Penetrations – Where possible
Lessons Learned (3) • Procurement • Involve Procurement Early • Advanced Procurement Plans • Also plan for advanced procurements in PEP • Scheduling • PPS and Detectors • Allow appropriate installation time • Component Delivery History • Huber goniometers • Motion Control Testing • Scientists working with controls
Lessons Learned – (4) • Construction • Survey and Alignment • Involve Survey and Alignment early • Oxygen Deficiency (ODH) Detectors • Install when clean conditions exist • Project Management • Advance Procurement Approvals • Heavily used on LUSI • IRR Procedures and Approach to IRR • LCLS to generate for AMO – LUSI will follow these • Project Close-out • Takes longer than expected • LCLS Photon Systems • Scope Definition and Tracking needs more attention • Affects interfaces – Who is doing what
ARRA Milestones – Look Ahead • May, 2009 - Advance Procurement Approval XCS & DCO • Procurement Review held April 23, 2009 • Final Report Received May 5, 2009 • Responses complete • July, 2009 - Final Instrument Design Reviews for CXI & XCS • June 3 – CXI Completed • June 17 – XCS Scheduled • August, 2009 - SC IPR of Revised Baseline & CD-3 Readiness • SC IPR for LUSI CD-3 planned for July 15 • September, 2009 - ESAAB Approval of Revised Baseline and CD-3 • October, 2009 - CD-3, Approve Start of Fabrication • December, 2010 - XPP Complete Instrument Ready for Science
Other ARRA Items • Procurements • Eleven ARRA procurements in various procurement stages • Staffing • LUSI hiring plan in place • Additional management support brought on • Technical Scope • XCS “Early Science” Milestone and plans for associated detector has been reviewed and approved by the Technical Configuration Control Committee
Schedule Advancement • XCS “Early Science” allows for a functioning XCS instrument one year earlier than original schedule
Summary Substantial Project Completion is only 27 months away LUSI needs CD-3 to utilize ARRA funds effectively Procurements demand substantial staff attention Making progress Need to complete second Baseline Change to tie up loose ends in the schedule
