Step #2- Needs Assessment • Step 4 - Decide on Method to Collect Information • Use Data from Community Profile • Use Data from other Secondary Sources • Reports • Newspapers • Secondary data sets • Conduct Participant Observation • Conduct Surveys • Conduct Focus Groups
Step #2- Needs Assessment • Step 5 – Collect information • Step 6 – Summarize information in report
Needs Assessment Example in Rural Community • Estimate Deficiency of Transportation • Definition of Need • Comparative Need – Percent of paved roads is less than in most rural communities • Methods Used to Collect Data to Establish Existence of Need • Use existing data from internet • Drive around community and COUNT number of paved roads • Write a Report • Report percent of paved roads in this community compared to other communities
Step #3- Identify Possible Solutions • Based on your assessment of need, what can you do? • Brain storm • Collaborate and involve others in the discussion • Community leaders • “Experts” from various fields • Read the literature • Think outside the box
Step #3- Identify Solutions An Example • Need Assessment indicated you need paved roads • Solutions?? • Hire community residents to build the roads • Bring in a road construction crew from outside the community to build the roads • Use prison work crews to build the roads • Recruit volunteers to build the roads

Step #5-Step by Step Implementation • Use Timeline To Determine When Events will Occur • Purchase Equipment/Materials • Hire/Recruit Participants • Engage in Activity • Monitor Activity • Complete Activity • Evaluate Activity • Send in Final Report
Step #5-Step by Step implementation Example • Use Timeline To Determine When Events will Occur • Purchase/rent/lease road equipment • Hire/recruit laborers • Build road • Check progress of road builders • Finish building roads • Evaluate roads • Send in final report to funding agency
Step #6- Evaluation Program • Formative • Have someone evaluate your plans • Process Evaluation • Monitor activity as you implement it • Outcome Evaluation • Count/evaluate outputs • Evaluate outcomes/success
Review and Step #7 • Preliminary Steps • Step 1 - Maintain a Community Profile • Step 2 - Complete a Needs Assessment • Step 3 - Identify Possible Solutions to Meet Needs • Step 4 – Develop Model of Program to Meet Needs • Step 5 - Identify Steps to Implement Program • Step 6 - Make Decisions About How You Will Determine and Measure Success of Program • Step 7 – Apply for Grant
