Urban Water Management Plan • Ensures long-term water resource planning • Analyzes projected water use vs. water supply over the next 20 years • Required by law to be prepared every 5 years • Urban water suppliers >3,000 AFY or >3,000 customers • Contents address CWC requirements; follows DWR Guidelines

Information Included in UWMP • The 2015 UWMP includes: • Water system description • System water use • System supplies • Water supply reliability • Water shortage contingency plan • Demand management measures • Climate change impacts • NEW Report of Water System Loss • NEW Voluntary Energy Used forWater Supply

Water Integrated Resources Plan • Adopted January 2011 • Basis for 2010 UWMP • Resource document/policybasis for 2015 UWMP • Provides long-term water supply and resource strategy • Through the year 2035 • Establishes preferred water resource portfolio of supply and conservation options • Phased implementation strategy

  5. Current Water Use By Customer class 2015 Actual Water Use = 27,326 AF = 8,904 MG By Sector:

Water Use Projections • Forecasts consistent with data from: • UWMP Act • MWD IRP and 2015 UWMP • Pasadena General Plan • Methodology: • Land Use-based: • Single family units x water use factor • Multi-family x water use factor • Commercial/industrial x duty factor • City uses • Water losses + authorized non-revenue (9% of total)

Water Supplies • Current supply is 60% imported and 40% groundwater • MWD primary sources: • State Water Project • Colorado River Aqueduct • Groundwater rights and spreading credits • Water resource projects to increase local supply and offset demand for imported water: • Non-potable Water Project • Arroyo Seco Canyon Project

  12. SB X7-7 Water Use Targets • Pasadena’s baseline per capita water use (recalculated for 2015 UWMP) = total water demand/population • SB X7-7 Water Use Targets: *Projected range depending on assumptions for water conservation and projected non-potable water supplies.

Required Elements/Timeline • Coordinate preparation with other agencies • Notification letters sent April 7th to affected cities and LA County • Draft UWMP for public review at www.pwpweb.com/UWMP since April 22, 2016 • Public Hearing • City Council adoption after public hearing • Deadline to submit to DWR: July 1, 2016

  19. Climate Change State Water Project and Colorado River Aqueduct highly susceptible. Supplies anticipated to decrease. At local level, projected rise in temperature, but conflicting projections for precipitation. DWR recently released guidance for future consistent analysis. Will allow PWP to factor impacts to the supply-demand balance.

  20. Energy Intensity Voluntary reporting for 2015 Energy Intensity = Total energy/volume of water Estimates for carbon intensity can be used in the future for Pasadena’s Climate Action Plan
