“Number of house units needed to make an impact in identified target areas (IMPACT). This number presumed that a minimum of 20 percent of REO units in a target area would need to be addressed to make a visible impact.”

Define target area as broadly or narrowly as appropriate
Larger neighborhood
Single block group/census tract
Combined block groups
Submit “Impact Plan”
Assure minimum IMPACT benchmarks are met
May include previous housing investments (NSP1 or otherwise) in same target area.
Properties vs. Units
Proximity of investments
May also reference other neighborhood investments in same target area.
