  3. 2006 AYP Federal CapProcess • Determine the School District Subject Area (Reading or Math) Cap Limit • Identify the Students Evaluated • Sort students in Priority Order,(page 24 of the 2006 AYP Guide)

  4. 2006 AYP Federal CapCalculation • For Each Subject(Reading or Math) Federal Cap Limit = Total Student Participants x 0.03

  5. 2006 AYP Federal CapStudents Evaluated • School District Grades 3 – 8 and 10 • Student taking LDAA or SDAA II and tested below enrolled grade level • Proficient students who meet ARD expectations

  8. AYP Federal Cap Exceptions • Preliminary Exceptions, based on the number of Residential Care and Treatment Facility (RCTF) students • Exceptions Allowable by Appeal for Other Circumstances • Preliminary and Appeal Exception process did not cause the state to exceed the 3% cap

  9. AYP Preliminary ExceptionsProcess • Determine Eligible School Districts • Count the Number of Exceptions • Extend the Federal Cap for Exceptions • Fill the cap by maintaining the Priority Sort Order

  10. AYP Preliminary Exceptions Determine Eligibility • Residential Care and Treatment Facility within their district boundaries • Registered through TEA RF Tracker

  11. AYP Preliminary Exceptions Count Exceptions • Based on the Students Evaluated for the Federal Cap • Count of Students identified in PEIMS as receiving services in • Residential Treatment Facility, • Hospital Class, • Off-Home Campus • PEIMS Instructional Setting Code:02, 81 - 98

  12. AYP Preliminary Exceptions Extend the Cap • Total School District Cap limit= Federal 3% cap + Total Exceptions

  13. AYP Preliminary Exceptions Fill the Cap • Based on the original Priority Sort Order of students by subject • Next set of students are allowed to fill the cap limit • Students allowed in the cap may or may not be the same students who were counted as exceptions

AYP Other Circumstances Exceptions Determine Eligibility • Justification listed in AYP Exception Guidelines • Community or health programs in district boundaries • Special arrangements with surrounding districts to serve students from outside the district • Special programs draw families of students with disabilities • Quality of the special education program draws families • Regional Day School Programs for the Deaf • Residential Care and Treatment Facility considered a favorable justification

AYP Other Circumstances ExceptionsCount Exceptions • Based on the Students Evaluated for the Federal Cap • Count of Students identified in PEIMS as: • Self Contained classroom, Mild/Moderate/Severe disability, Regular Campus, >60% • State School – Mentally Retarded • Texas School for the Blind • Texas School for the Deaf • PEIMS Instructional Setting Code:44, 30, 70, 71
