WSCC OPERATING RESERVE WHY A NEW MINIMUM CRITERIA? • Present Criteria draws on work done in 1960-1961, basis uncertain • Need a Criteria that has technical basis, supportable, must ensure Reliability and meet changing NERC requirements • Why now? - Moving from regulation to market - System is fully utilized -- need to be smarter about how system is operated
WSCC OPERATING RESERVE CONT: - Costs are more visible today - We are in an Energy Crisis • Desire to develop the correct criteria, not a more onerous or minimal criteria • All minimums given in standards or requirements need to be supportable -- does it affect reliability? • NERC moving to performance base -- meet the standard your way! - Prescriptive standards hinder the marketplace
WSCC OPERATING RESERVE • Reserve Sharing Group benefits: - Coordinated Response - Information exchange (transmission constraints, availability of reserve rights). - Accountability at local level • Security Coordinator benefits: - Big Picture and oversight - Authority
WSCC OPERATING RESERVE PROTECTION: • Reliability 100% --not every situation is protected by first line defenses. • Tiered protection against uncontrolled situations, generator governor response, AGC response, under-frequency load shedding, and manual load shedding.
WSCC OPERATING RESERVE CURRENT CRITERIA: (MORC) • Regulating Reserve • Contingency Reserve -Most Severe Single Contingency (MSSC) -5/7% of the Load Responsibility • Additional reserve for Interruptible import • Additional reserve for on-demand obligations
WSCC OPERATING RESERVE REGULATING RESERVE: SUFFICIENT SPINNING RESERVE, IMMEDIATELY RESPONSIVE TO AGC TO PROVIDE SUFFICIENT REGULATING MARGIN TO ALLOW A CA TO MEET NERC CONTROL PERFORMANCE CRITERIA
WSCC OPERATING RESERVE CONTINGENCY RESERVE: AN AMOUNT OF SPINNING AND NONSPINNING RESERVE, SUFFICIENT TO MEET THE NERC DCS THE CONTINGENCY RESERVE SHALL BE AT LEAST THE GREATER OF
WSCC OPERATING RESERVE (MSSC) - THE LOSS OF GENERATING CAPACITY DUE TO FORCED OUTAGES OF GENERATION OR TRANSMISSION EQUIPMENT THAT WOULD RESULT FROM THE MOST SEVERE SINGLE CONTINGENCY (MSSC) (AT LEAST HALF OF WHICH MUST BE SPINNING RESERVE); OR:
WSCC OPERATING RESERVE THE SUM OF 5% OF THE LOAD RESPONSIBILITY SERVED BY HYDRO GENERATION AND 7% OF THE LOAD SERVED BY THERMAL GENERATION (AT LEAST HALF OF WHICH MUST BE SPINNING RESERVE.
WSCC OPERATING RESERVE PROPOSED NEW RESERVE CRITERIA: • Regulating Margin Requirement Retained • Frequency Responsive Reserve (FRR) Requirement. - 1750 MW prorated among Control Areas/Reserve Sharing Groups. Fully deployed in 60 sec. • Contingency Reserve Requirement -An amount of Reserve equal to the MSSC, can be carried as Frequency Response or non-spinning Reserve component.
WSCC OPERATING RESERVE • Additional FRR Required for RAS owners if N-1 RAS trips generation in excess of 1750 MW. • Additional Contingency Reserve (Not FRR) required for Interruptible Imports and Firm Exports. • Upon use of Contingency Reserve, must be fully restored within 60 minutes of initiating disturbance.
WSCC OPERATING RESERVE 1. NERC APPENDIX 1C - FREQUENCY RESPONSE REQUIREMENT FREQUENCY RESPONSE THAT MUST RESULT DIRECTLY FROM FREQUENCY DEVIATIONS AND BE FULLY DEPLOYED WITHIN 60 SEC. OF A FREQUENCY CHANGE WSCC - 1500 MW PER NERC
