  3. PRAESIDIUM Initial purpose of the project: improving the reception conditions of migrants reaching Lampedusa by sea.

  4. THE EVOLUTION OF THE PROJECT An NGO joined in 2008: Save the Children Praesidium I, II, III, IV, V, VI, VII, VIII Since 2009 yearly editions funded mainly by the Italian Ministry of Interior. PRAESIDIUM

  5. PRAESIDIUM VIII - 2013 It foresees the same activities as in the previous editions. Novelty: An Addendum to the grant agreement on monitoring and evaluation PRAESIDIUM

  6. ROLE OF PARTNERS • MoI: co-ordination • UNHCR: potential asylum seekers • asylum seeking UAMs • IOM: migrants • victims of trafficking • CRI: vulnerable women • UAMs • Save the Children: minors (including UAMs) PRAESIDIUM

NGOs and civil society for services provided to migrants and asylum seekers Local health authorities and the mental health unit when dealing with healthcare and vulnerable cases Civil courts, juvenile courts and guardianship judges Italian Protection System for Asylum Seekers and Refugees (SPRAR) Territorial Government Offices (Prefectures) with regard to reception centres for migrants and asylum seekers The Coast Guard, the Customs and Revenue Police, the Carabinieri, Border Police and Police Headquarters PRAESIDIUM STAKEHOLDERS (around Praesidium)

RESCUE AT SEA • From 2006 to 2009, over 60,000 migrants passed through the Strait of Sicily, making up the so-called “mixed migration flows”. • They were: • Displaced people fleeing from wars and conflicts • Victims of human trafficking • Economic migrants seeking better life conditions • More than 90% of these flows left from Libya’s coasts. BEST PRACTICE • (before landing) • Patrol boats carry one or more doctors • for first aid and are equipped with • food and water supplies. • The transfer of migrants to the first safe port is managed by the authorities who are responsible for the rescue. • The stakeholders on the land are alerted of the arrival of a vessel in order to provide migrants and asylum seekers with specific assistance. BEST PRACTICE • (after landing) • Multi-agency activity for the • identification of different needs and vulnerable people (e.g. asylum seekers, • unaccompanied minors, pregnant women, victims of traffiking) • Priority on healthcare with initial medical triage • Deployment of cultural mediators PRAESIDIUM

OPERATIONS UPON ARRIVAL • Migrants in critical conditions are identified • after due assistance. • Identification procedure followsinformation • given through cultural and linguistic mediator: • - on the reception rules and services offered • - on Italian migration and asylum system. • Respect of family relationships. • Age assessment procedures • only in case of reasonable doubt. TRANSFER AND RECEPTION • IN OTHER FACILITIES • Transfer from initial reception centres • to other facilities in the country after • the identification of the different types of • migrants and vulnerable cases • and taking into account other aspects • (such as family ties), • International and qualified non-governmental organisations are granted access to the centres.   15. SPRAR • (Protection System for Asylum Seekers and Refugees) • Started in 2001 (under the name • National Asylum Program), • it is an integrated reception system, • involving local authorities in planning • and implementing reception projects • with the collaboration of NGOs. PRAESIDIUM

  16. MULTIFACETED BENEFITS • OF MULTI-AGENCY APPROACH • effective involvement of the stakeholders • best management and reception of migration flows • replicability in other Countries PRAESIDIUM
