Citizens @ the Center • We have a plan for the TRANSFORMATION of Government services • Transformation requires: • Shifting the way we manage and share our Information • Shifting to more online services • Shifting our culture • Transformation means doing things differently!
Defining Principles We will empower citizens to create value from open government data. We will save citizens’ time in their interaction with government and make it easier to access better quality services. We will encourage collaboration in the public service because it is integral to delivering quality service to citizens.
IM/IT Enablers Strategy • The key to Transformation is getting the “Hard Stuff” online • The key to getting the hard stuff online is REALLY knowing who someone is online • The key to knowing who someone is online is a trustworthy Identity Service • Our Number One Enabler is Idm • In BC Idm is bigger than “authentication” or “sign-on”

Combo Card • Combines DL and Care Card • Contactless security chip • Services Card • For non Driver’s • For people who prefer to carry 2 cards • Contactless security chip

Status? • In startup phase • Founding Board includes government, banks and telco’s • Mandate to launch and govern a digital ID ecosystem to support the Digital Economy • Bring together public and private sector stakeholders • Develop policies and standards for Canada that work internationally • Speed up roll out and adoption of DIA • Spur investment & decrease e-commerce friction
Why this is IMPORTANT!! • Lining up the interests • Regulators • KYC, AML • ID fraud/organized crime/terrorism • Financial institutions • Compliance • Competitive landscape • Move to online/mobile • Telco’s • Dumb pipes or owners of the SE? • Consumers / providers of Digital ID? • Device Guys • Oh ya that NFC thing--- or not? • Governments • Online is IMPORTANT!!!! • We do Identity!! • Leverage the infrastructure There is a chance to “get it right”
Conclusion • We can DO this! • Provinces need to issue/provide digital ID’s • The federal Government needs to embrace and LEAD • Regulators need a way to move forward • Need standards that work in Canada and the World • Need banks to play nice (they have the payment systems rails that the credential validation rides on) • Financial Sector needs digital ID • Solves for KYC and AML • New competitive landscape • If not now, then when? • If not us, then who?
