Emergency Debris Monitoring Vendor provided monitoring services for debris removal and disposal activities at each site. Vendor provides document management during and after the disaster. Data management includes ticket tracking and scanning all truck tickets, and compiling information by county and route for FEMA submission.
Debris Management Sites/Storm Debris Removal • Debris sites were a combination of State owned property and private property. • Private property required leases which became a problem with restoration on agricultural land • All necessary permits were obtained from KY Div of Water and Div of Waste management and Div of Air Quality
Debris Removal/disposal • Debris removal contracts were bid by Cubic Yard, which proved problematic • Vegetative Debris was burned at some sites • KYTC worked with our Forestry officials to ensure the debris piles were not too large and to insure controlled burn. • Ash disposal required a permit to incorporate the ash back into the soil properly.
Debris Reduction/disposal In sensitive areas, debris was reduced by mulching, chipping, grinding or recycling. Contractor was required to get approval for disposal sites from Div of waste management and KYTC
Lessons learned from Ice Storm • State agency should set up the debris and monitoring sites on state property as much as possible. • Have a Debris monitoring/data management contract in place prior to an event. • Start keeping documentation on day 1. Scan documents each day. Do not get behind on tracking . • When contracting for Debris removal require a 100% performance bond from the contractors.
2012 Tornados Contracts Contracts for Vegetative Debris removal bid by TON Bid portable scales in Contract Debris sites were located on state property as much as possible Debris was burned so less debris reduction and site restoration was required
Ongoing improvements • KYTC Debris Management plan will be submitted to FEMA for approval • “Emergency Clearing Road” bid items were added to our existing routine Tree and brush removal on call contracts
Future plans Debris Monitoring Contracts will be kept in force to help final out open disasters KYTC will provide training to our employees
