US IUC 07/2005 Agenda Item 1 US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
U.S. Guest Observer Program • Success rate of US proposers remains good: • 20% (AO-1) and 23% (AO-2), 31% (AO-3) • 19 US PI, 8 US Co-I proposals • overall ESA AO-3: 58/106 approval rate • Archive/Theory Program implemented as part of ROSS-2004 • 14 proposals received, 8 funded • One half are theory • $1.5M grant awards in support of GO + A/T US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
U.S. Guest Observer Program • Common peer review evaluated GO budget requests and A/T proposals • Unlike previous (AO-1&2), “mail-in” + phone con review of budget requests, face-to-face committee review was conducted • Common review beneficial in optimizing use of grant funds • committee feedback: C.D. handout • Process worked smoothly, except for budget uncertainties at the time of the review US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
Grant Administration • General concern among GIs: grants take to long to process • Two US observations occurred prior to completion of selection process • Both are now funded • Otherwise, grants GO are on schedule and all A/T programs funded, or awaiting GI paperwork • Note, however, indeterminant temporal lag between 660 processing and GSFC grants office finalizing transfer US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
Future Archive/Theory Program? • Originally approved by NASA HQ for 1-year only • Lobby for continuation? • Problem: less than ~1 year from implementation to SR06 • Difficult to assess effectiveness by then • Also budgetary considerations • Should relative GO-A/T funding priorities be revisited? • AO-4: ESA AO release in spring 2006 • Timeframe of SR06 • Changes to ESA program? US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
US IUC 07/2005 Agenda Item 2 US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
GOF Status, Activities • Staff reductions: • 1 programmer released due to budget cut • K. Ebisawa no longer at ISDC (or tasked to INTEGRAL) • Still 1 ISDC programmer; GSFC: 2 science FTEs + VB • Major activities: • US Archive implemented • High-level products DB • US AO-3 program underway • ~6 1st-author INTEGRAL Journal articles US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
Senior Review 2004 Summary Specific Criticisms & Recommendations (see H/O): • “science case presented in the proposal was not as compelling as it could be” • Science return “has been primarily limited to results on sources previously known” • “concerned by the small number of US PIs (~25)” • GOF should • “improve software and analysis tools” • “make data more readily accessible” US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
Senior Review 2004 Summary • “no plan or budget was presented for future EPO” • Not in written evaluation, but lots of real-time discussion: Lack of US 1st author publications • More on this shortly • GI budget zero’d for FY07,08 • Must justify “overguide” request to restore • Budgetary constraints may be more sever than for SR04 US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
Actions Taken • US archive now fully functional; • ~20-30 Gb downloads per month • Improved browse access, high-level products • Full reports (Sturner, Beckmann) • Software: more difficult, as NASA is not responsible for management of INTEGRAL SW • Some minor contributions (3 INTERGAL FTOOLS, unix shell scripts to bypass “ogcreate” level) • Improved WWW services US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
Actions Taken • OSA 5 released this month (report to follow) • Still calibration issues, but represents vast improvement over system available at time of SR04 • Percentage of US GOs (PI on ESA proposal) increased for AO3 • A/T program expands involvement • Comparison w/XMM is favorable: 1/3 US PIs • Known vs unknown sources?? • Actually, ~25% IGR sources previously un-cataloged US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
EPO/PR • EPO: Emulate Swift/XMM/GLAST model • Contract to university group: ~1/3 FTE • Some HEASARC EPO-team oversight • Alternatively, could sponser another teachers workshop or analogous event • Public Relations: • Press releases: Sag A*, NGC 4388, IGR J16318-4838 • Popular articles: e+e-, Galactic Ridge US INTEGRAL Users Committee Meeting July 15, 2005C. Shrader, NASA/GSFC INTEGRAL GoF
