  2. Meet the New Presidential Executive Order Goals with BioPreferred: E.O. 13514, Sustainability, and Biobased Products Dana Arnold Senior Program Manager Office of the Federal Environmental Executive

  3. E.O. 13514 -- Federal Leadership in Environmental, Energy, and Economic Performance • Policy -- Establish an integrated agency strategy for sustainability, including reducing GHG emissions, within the Federal government in order to lead by example and achieve a clean energy economy

  4. “Sustainable” To create and maintain conditions, under which humans and nature can exist in productive harmony, that permit fulfilling social, economic, and other requirements of present and future generations of Americans.

  5. Spent $500 billion on goods and services in FY 2008 Owns or leases more than 645,000 vehicles worldwide Manages or owns nearly 1 in every 5 acres in the U.S. Single largest domestic buyer and user of energy Real property portfolio of nearly 900,000 assets, including more than 400,000 buildings Spends $3.5 billion annually to provide energy to its facilities The Federal Footprint

Goals • E.O. 13514 sets goals for improvements in the following areas: • Greenhouse gas emissions • Energy efficiency • Water-use efficiency and management • Pollution prevention and waste elimination • Regional and local integrated planning • Sustainable Federal buildings • Sustainable acquisition • Electronics stewardship • Environmental management

Scope of Federal Green Purchasing Program • Recycled content products • Energy- and water-efficient products • Alternative fuel vehicles/alternative fuels • Biobased products • Environmentally preferable products • Green cleaning products and services • Cafeteriaware, especially biobased content products • Building products • Green meetings and conference services • Non-ozone depleting substances • Low or non-toxic or non-hazardous chemicals

Report and Reduce GHG Emissions • Agencies establish a percentage reduction target for FY2020, relative to FY2008 for: • Scope 1 and 2 Direct emissions (January 4, 2010) • Scope 3 Indirect emissions (June 2, 2010) • Agencies create an annual inventory of scope 1, 2, and 3 emissions starting in FY2010 • First submission due January 5, 2011

Scope 3 GHG Emissions Agencies shall consider reducing GHG emissions by: • Pursuing opportunities with vendors and contractors to reduce GHG emissions • Implementing low-carbon strategies for acquisition, transit, travel, and conferencing • Developing and pursuing other innovative policies and practices to reduce scope 3 emissions

Advance Sustainable Acquisition (Green Purchasing) • Ensure that 95% of all new contracts, including contract modifications, for products and services specify: • Energy-efficient products • Water-efficient products • Biobased products • Environmentally preferable products and services • Non-ozone depleting substances • Recycled-content products • Non- or less-toxic or hazardous alternatives

Executive Order 13514 • Federal Leadership in Environmental, Energy, and Economic Performance • Signed October 5, 2009 • Overall theme: Federal Government must lead by example to create a clean energy economy, promote energy security, and safeguard the environment • Policy: Federal agencies must increase energy efficiency, reduce greenhouse gas emissions, and operate in a sustainable manner

E.O. 13514 Goal Areas • Establish and achieve greenhouse gas emission reduction goals • Procure sustainable products and services • Reduce energy intensity • Increase water efficiency • Reduce petroleum and increase alternative-fuel use • Increase recycling and waste diversion • Prevent pollution/reduce use of toxic chemicals • Achieve sustainable principles for new and existing buildings • Promote electronic stewardship

USDA’s Sustainability Strategy • Designated USDA Senior Sustainability Officer • Created Sustainable Operations Council • Senior level leadership, coordination and emphasis • Representatives from all USDA mission areas • Four work groups – Facilities, Transportation, Environmental Managements, and Green Purchasing
