Linking Data Quality with Action Pre-training Webinar Larry Condelli & AIR Training Team June 3, 2014
Why Data Quality? • Ensuring high quality data is an ongoing process • Not just a one-time event but requires constant vigilance due to staff turnover, changing requirements • No NRS on this topic for four years • NRS cohort changes, new measures, have revealed data quality issues
Linking Data Quality with Action • Goals of the training: • Focus states on data quality issues • Provide approaches and tools for examining data • Provide approaches for improving data quality and program performance • Promote the quality and use of NRS data for accountability and program improvement
Training Objectives • Identify common data quality issues • Identify tools and approaches for improving data quality • Practice problem-solving through the SCAMPER method • Create a plan for improving data quality at the state and local level
Understand Your Data Quality • Importance of critically reviewing data • What to look for and how • Illustrated with NRS tables • Central role of your data system and error checks • Importance of procedures and staff training • Enhancing staff motivation to be engaged in data
Data Quality Equation Data systems + Procedures + Motivation ________________ Data quality
Problem Solving • Once you find problems how do you fix them to improve data quality? • SCAMPER Method
SCAMPER Method • Creative problem solving • Checklist of thought provoking questions • Everything that exists is a modification of something that already exists • Remove all constraints in the problem solving process
Implementing Change • Once you have a plan how to you make sure it gets done? • 4 Disciplines approach
4 Disciplines Approach • To effectively create change in behavior there has to be a focus and you have to have one shared, achievable goal
Preparing for the Training • Register and make your hotel reservations immediately • Review training guide and agenda • Bring at least one laptop per team
Pre-Training Assignment (1) • Describe state procedures for ensuring data quality from the time of local data collection to submission of NRS data to OCTAE • Brief, no more than 1 page, can be bulleted list • Email to nrs@air.org by June 9 or at least 2 weeks before the training
Pre-Training Assignment (2) • Review your NRS data and 2013 data quality checklist (DQC) • Bring a copy of the DQC to the training • Identify a data quality problem you want to address at the training, e.g.: • Data entry timing, missing data • Testing issues • Cohort identification • You may change it at the training
