Standards and Indicators Performance Measures • Federal vocational rehabilitation (VR) program regulations (34 CFR 361.82 thru 34 CFR 361.86) establish standards and indicators by which RSA measures the performance of the state VR agencies. • Evaluation Standard 1 measures employment outcomes using six indicators. To achieve successful performance on Standard 1, a VR agency must meet or exceed the performance levels for at least four of the six indicators. In addition, the agency must meet or exceed the performance level for two of the three primary indicators.
Program Improvement Plan (PIP) • An agency that does not achieve the required minimum performance levels for Standard during the fiscal year must submit a program improvement plan (PIP) for RSA approval pursuant to 34 CFR 361.89 (a), within 30 days of the published Standards and Indicators Report and submit to RSA for approval.
PIP Requirements • The PIP must contain: • Goals established by the agency to meet the required minimum performance standard. • Measureable targets, by which it will assess its progress toward meeting those standards. • Strategies for achievement of those goals.
FY 2012 On-Line PIP Reporting • Beginning in FY 2012, each of the VR agencies that have not met the required minimum performance levels for Standard 1 during FY 2011 must use the form located on the RSA MIS to submit a PIP for RSA approval and thereafter to report progress on the strategies contained in the PIP on a quarterly basis, until such time as the PIP is retired.

General Instructions for Completing the On-Line PIP How to access the RSA MIS • If you have a User-ID go to http://rsa.ed.gov. • And log on. Next click on the dropdown menu HELP select Technical Support. • Under Technical Support click on “I Need to Enter Data on a Form That Isn’t Listed on my Data Entry Screen.” • If you need assistance contact RSA MIS via the Technical Support Link within the MIS at: http:/rsa.ed.gov
Technical Support • If you do not have a MIS user ID, go to http://rsa.ed.gov, click on the HELP dropdown menu and click on “Info for new users.” • If you have forgotten your user ID or password go to http://rsa.ed.gov and click on LOG ON. Instructions • To view the on-line PIP, log in and click on the words “Data Entry.” • Then locate the appropriate Program Improvement Plan on the list and click on the “Add/Update” button.

Performance Targets Chart which includes 3- years of performance including: -performance for the previous year with goal to be met, and actual performance resulting in not meeting the minimum performance level -performance targets for the current year and following year and goal required to achieve the minimum performance level Strategies -Strategy (s) to be implemented to achieve the established performance targets for the indicator -Navigation buttons (save, save and open next section) -For each indicator identified strategies are to be developed -Once strategies have been developed use the navigation buttons to Save or to Save and Open Next Section to complete Agency Goals and Strategies for all listed indicators

Quarterly Progress Reports Reporting Requirement • Reports must be developed and entered into the RSA-MIS within 30 days of the end of the subsequent full quarter of the federal fiscal year and then updated within 30 days of the end of each subsequent quarter until resolved.
PIP Modifications • Should the agency fail to sustain a satisfactory level of performance on Standard 1 for two consecutive fiscal years, RSA will request that the agency modify the PIP to achieve the required level of performance.
