Regional System: Funding Federal WIA Rules and Funds Each region has a SDA (Service Delivery Area) The SDA Operates One-Stop Career Centers Funds used for: Labor Exchange – matching job seekers and job posters Adults: Individual Training Accounts (ITA) funds Youth: Connecting Activities, Youth Employment For BAWIB region: the SDA has an Advisory Board, the BAPIC (Private Industry Council). The PIC is directed by Kevin O’Rouke, who is appointed by the local elected official (Brockton Mayor). The PIC contracts with UMass. Donahue Institute to operate the One-Stop Center. The Director is Kim McLaughlin.
Regional System: Governance Each region has a Workforce Investment Board (WIB). WIBs “charter” the SDA’s. In this region, the BAWIB charters the BAPIC to operate the One Stop center. The BAPIC contracts that out. The WIB also approves the use of WIA funds, as proposed by the BAPIC. The WIB is directed by Shelia Sullivan-Jardim. The WIB Board is Chaired by John J. Costa Jr.
