QUALIFIED RECYCLING PROGRAM • DoDI 4715.4 Pollution Prevention, QRP Guidance • One Qualified Recycling Program • One Suspense Account Managed by Region Resource Management Organization under Regional Commander • QRP Revenues pay for manpower • Employees report to ISWMP Manager • One Sales Mechanism • Increases Unit Price throughout SoCal Area • Legitimate and Accountable • Collection and Processing of Recyclables • Manpower paid for with revenues • 10 Recycling Facilities throughout CA

CONSTRUCTION AND DEMOLITION DEBRIS MANAGEMENT • San Diego landfill is on DoN Property • Free tipping until landfill closes, projected 2012 • $6M increase in landfill disposal costs for metro area when landfill closes at current C&D diversion rate • C&D by far the largest waste stream generated in metro area • Must aggressively divert to preserve landfill space • 77% of C&D tonnage is diverted through the ISWMP • Requires SOURCE SEPARATION at point of generation • CNRSWINST 11350 • Requires all C&D projects to submit solid waste assessment management plan or waste assessment form • ISWMP C&D Diversion Manager works closely with construction personnel to present diversion opportunities/alternatives • ISWMP Office administers landfill coupon program
