Problems of general nature, that NS fisheries share with other areas • Specific problems related with the implementation of cod recovery and other effort schemes in the NS area • Specific problems linked to protected areas, particularly concerning the current definition of management areas and the future network of protected areas • Discards and real-time closures

  3. Problems of general nature • Transport of fish • Absence of respect to technical measures, particularly use of attachments to nets • Deficiencies on the systems of control in various MS bordering the NS • Systems of sanctions

  4. Specific problems related with cod recovery • Effort displacement • Effort management • Transfers of effort • Misbalance between effort and quotas • Different interpretation of control rules • Inspection quality

  5. Specific problems related with protected areas • Definition of management and protected areas • Rules of access on each particular case • Future network of Natura 2000 zones

  6. Discards and real-time closures • Future ban on discards: parameters to define progressive measures • Implementation of real-time closures: parameters to implement such closures, proportionality of the measures and non-discriminatory character of the measures
