Weaving Environmental Information Disclosure: Building Consensus in Regulatory Mechanisms

This study delves into the intricate web of environmental regulatory mechanisms, exploring the impact of information disclosure on pollution control instruments. It evaluates the choices between disclosing environmental data to protect industry or improve Environmental Protection Bureaus' (EPBs) capacity by engaging the public. Case studies from Hohhot and Zhenjiang reveal differing resources and approaches to disclosure, highlighting the role of administrative capacity, technical support, and advocacy. The study advocates for greater transparency to enhance EPBs' effectiveness in managing industry, identifying areas for improvement in public and private enforcement. By aligning interests and fostering dialogue, environmental information disclosure can pave the way for better environmental outcomes in China.

  5. Disclose or Not? A Value Judgment • To protect industry, government could choose not to disclose environmental information: Hohhot. • To improve the capacity of EPBs to manage industry and better put them on defense by disclosing and allying with the public: Zhenjiang.

  9. Advocate for Disclosure • Zhenjiang Director of EPB used all possible channels to spread the word among government agencies; Pamphlets distributed to the public. • Hohhot Disclosure was contracted to HRAES, nobody of the implementation team reached out to Hohhot city government

  10. After Pilot Disclosure • Industry: what benefits can we gain from disclosing? • EPB: how to make use of rating results to pick up “bad apples” and reward good ones? • Public: we are not in the game yet.
