Basic Parliamentary Procedure MOTION: A proposal When presenting a motion, any remarks need to be made before the motion is presented. There can be no discussion until a second is given. (Second is approval) To AMEND the motion means to change it. 1.01 Leadership ECD
Basic Parliamentary Procedure The presiding officer states, “It has been moved and secondedthat…” No other subject can be discussed until this one is resolved. 1.01 Leadership ECD
Voting Presiding officer may ask if the group is ready to vote. A member may ask for the vote, or to close debate by calling for the “question”. This requires a second (to the motion), and a two-thirds majority vote for passage. 1.01 Leadership ECD
Basic Parliamentary Procedure A vote may be taken: By show of hands Voice (“Aye” or Nay”) Standing ( to be counted) Secret ballot Roll call General consent: “If no one opposed, we will…” Tap the gavel once. 1.01 Leadership ECD
AYE and NAY Nay is a NO VOTE Aye is a YES VOTE. (Pronounced like eye) 1.01 Leadership ECD
Common Courtesies Wait for the speaker to yield the floor before rising to ask for recognition. ( Wait until the speaker is done before asking to speak) 1.01 Leadership ECD
Common Courtesies Do not interrupt a member who has the floor. Officers on a platform and members should avoid conversation or moving while a person is speaking. 1.01 Leadership ECD
Common Courtesies Discussion on a motion should be made before the entire assembly. A chairperson should avoid keeping an assembly waiting in order to complete preparations. (Be Prepared for the Meeting) 1.01 Leadership ECD
Common Courtesies If you have to move around then do not move between the presiding officer and the person who has the floor. 1.01 Leadership ECD
CommonCourtesies Members should remain seated until the presiding officer announces the adjournment of a meeting. All remarks made from the floor should be addressed to the presiding officer instead of another member. 1.01 Leadership ECD
