What’s driving interest? • Fiscal environment: budget cuts at federal and state agencies motivating new partnerships • Collaboration: some EDDs using CEDS as opportunity to present “united front” • Think tanks: promulgating advantages of “bottom-up” regional strategies
New York’s Bottom-Up Process • New regional councils did not take advantage of existing RPC boundaries and networks • State employees were appointed as executive directors of new regional councils • Local elected officials allowed to serve in advisory, ex-officio capacity only
