  2. 2011 PHA Annual Plan • Outlines PCDC’s 2011 • Operations • Program Participants • Rental Assistance Programs & Services • Changes from 2010 plan • Attachment H – Administrative Plan • Updates per 24 new Code of Federal Regulations (CFR) all minor changes • Chapter 14, Section F – Plan for insufficient HUD funding • Chapter 25 – Non-Elderly Disabled Vouchers

Chapter 14 Section F Plan for insufficient funding • In the worst case, PCDC may terminate households from the program • Allowed by HUD regulations • Relatively common in PHA Annual Plans • Only if HUD dramatically cuts funding • Without this provision PCDC would have to seek a time consuming mid-year approval from HUD and PCDC

Chapter 25 • Non-Elderly Disabled Vouchers • Category 1 – Non-Elderly Disabled on our waiting list (60) • Category 2 – Non-Elderly Disabled in institutions who are capable of living independently (40) • No other housing authority in LA County received either type of voucher • Only four housing authorities in the nation received both types of vouchers

Public Comments • Received 26 suggestions from Section 8 property owners, Affordable Housing Services (AHS) • Staff met with AHS • 12 agreed to or withdrawn • 3 agreed to be investigated but not for inclusion in the plan • 1 agreed to be investigated for possible inclusion next year’s plan • 1 agreed to be included in pending Analysis of Impediments study • 4 disagreed items clearly allowed or disallowed by HUD regulations • 3 disagreed items already provided by 3rd parties • 2 disagreed due to negative impact on clients
