GAPS TO FULFILL IN ORDER TOCOMPLY WITH WSR Lack of waste reporting obligation in present national legislation The present national waste and waste management legislation do not cover the reporting issues about any category of waste – communal, industrial, medical etc.
GAPS TO FULFILL IN ORDER TOCOMPLY WITH WSR Lack of waste reporting obligation in present national legislation By-law for establishing and maintaining Integral cadastre of polluters (ICoP), has articles which establish waste reporting obligation. This by-law was established in Sep. 2007 in Serbian Environmental Protection Agency (SEPA) and harmonized with PRTR Protocol of Arhus convention and E-PRTR directive.
GAPS TO FULFILL IN ORDER TOCOMPLY WITH WSR Lack of waste reporting obligation in present national legislation To overrun the lack of data, beside industrial waste reporting, ICoP is expanded with reporting obligation for communal, medical, hazardous and other categories of waste. At this moment, SEPA have air and water emissions and waste generation data from around 400 facilities. More than 90 % of all IPPC companies are covered.
GAPS TO FULFILL IN ORDER TOCOMPLY WITH WSR Lack of waste reporting obligation in present national legislation The new Waste management Law, which is in the National parliament procedure, covers all reporting issues according EU legislation. Due to article 22 of this Law, the establishing and maintaining of waste management information system is obligation of SEPA as a part of Serbian Environmental Information System.

GAPS TO FULFILL IN ORDER TOCOMPLY WITH WSR Capacities in companies • From the experience obtained from ICoP reporting system, it is obvious that companies, except the largest ones - IPPC companies, do not have enough capacities for fulfilling data reporting obligations. • During 2007 and 2008, SEPA organized more than 30 seminars for industry about reporting obligations. • Also, at the same time, 3 seminars were organized for environmental inspectors.
DIVISION OF RESPONSIBILITIES BETWEEN THE STATISTICAL OFFICES AND EIONET Division of responsibilities between the SORS and EIONET is not clear and for this reason there are overlapping in activities due to waste management data.

CURRENT AND PLANED DONOR PROJECTS WITHIN WASTE DATA • IPA 2009. Assistance to the Serbian Environmental Protection Agency (SEPA) in creating and managing of the Serbian National Environmental Information System (SNEIS) as a cluster component of a European Shared Environmental Information System (SEIS). • IPA 2009. Harmonization of the Statistical System of Serbia with the requirements of the European Statistical System. • Information system of waste landfills and dump sites in Republic of Serbia. B.
