San Joaquin County Water Resource Management Planning Update C. Mel Lytle, Ph.D. Water Resource Coordinator San Joaquin County Department of Public Works August 26, 2004
Hydrologic Setting • Confluence of Sacramento & San Joaquin Rivers • Eastside tributaries • Delta - water switching yard for State • Delta supplies water to about 22 million in State
Water Resource Issues • Rapid urban growth, agricultural and environmental demands • Complex water management • Heavy reliance on groundwater • Basin overdraft & saltwater intrusion • New arsenic standards • Napa Proposal - increased Delta exports (1 million acre feet)
Water Management Planning • Two-year consensus-based effort including 29 local, State and Federal stakeholder agencies • Water supply demand (200,000 acre feet overdraft) • Developed management goals • Outlined new water supply projects • Adopted by Board in 2002

County Project Summary • MORE WATER Project • New Mokelumne River supply • Freeport Interconnect Project • New American River supply • Groundwater Basin Planning • Eastern Basin Management Plan • USGS Joint Salinity Project
MORE WATER Project“wet year storage for dry year use” • Mokelumne River Water & Power Authority -1990 • New supply & hydropower from Mokelumne River • Cost share – County, Stockton & Lodi • Phase I Feasibility Assessment – Completed 2003 Mokelumne River Watershed
Pardee Reservoir Diversion • 650 million gallons per day • 12 mile tunnel/pipeline Pardee Reservoir • Wet year supply • 40 to 90 kaf
Duck Creek Dam & Reservoir • 150,000 acre foot capacity • 10 megawatt power capacity Duck Creek Site
Project Development Schedule • Phase 1 Reconnaissance Study - Released June 2004 • Phase 2 Integrated Conjunctive Use Programmatic EIR • Coordinate with Local, State & Federal Agencies • Refine Water/Groundwater Management Plans • Prepare Program EIR on Management Plan Conjunctive Use Alternatives • Phase 3 EngineeringFeasibility Studies • Phase 4 Project-Specific EIR/EIS • Phase 5 Engineering & Final Design • Phase 6 Permitting & Construction
Freeport Diversion Project • EBMUD Freeport Regional Water Project – dry year supply by 2008 • Pipeline available in normal & wet years. • 44,000 to 62,000 acre feet 185 mgd 85 mgd 100 mgd 1976-77 Drought
Freeport Diversion Next Steps • Negotiate with EBMUD for use of pipeline • Complete project feasibility & environmental analysis • Secure water right & construct project Freeport MORE WATER Duck Creek Reservoir
Groundwater Overdraft • County’s Eastern Basin • Groundwater level 60 feet below MSL • Strong west to east gradient in Stockton area • Saline Intrusion
Groundwater Management Planning • Eastern San Joaquin Basin Plan - Groundwater Banking Authority • 1 year consensus-based collaborative effort including 45 agencies • For State funding eligibility • “Management Objectives” • Monitoring programs • Water supply and recharge projects
Plan Purpose & Objectives • Enhance Long-Term Sustainability of the Eastern San Joaquin Basin • Prevent Further Saline Intrusion • Develop Program to Monitor, Evaluate and Predict Basin Conditions • Maintain Local Control • Financing & Partners • Project Coordination
USGS Joint Salinity Project • Groundwater Banking Authority, US Geological Survey & State Dept. of Water Resources • $2.5 million over 5 years - $1.25 million from State and Feds • Source saline groundwater • Groundwater recharge and flow • Monitoring well network/database • Reduce saline intrusion
Management Plan Next Steps • Plan Adoption – 2004 • Continued local and regional cooperation • Increased data collection and analysis • State and Federal funding • Implementation of management objectives • Recharge project coordination
