Senate Bill 100 Transmission Plan Zone 1 • PSCo Transmission Planning has performed system studies for the four energy resource zones identified Zone 1 (Northeast Colorado) Short-term transmission solution • Pawnee Region: (A) Short term transmission plan is to add additional simultaneous generation injection capacity • (A) Upgrade the existing 230 kV Pawnee – Quincy - Smoky Hill, and Pawnee – Daniels Park lines to 735 MVA. • Seek approval in the 2008 Capital Budget • Capable of delivering all simultaneous generation resources at Pawnee to Denver metro area loads • Cost: $3.54 million Time Frame: 12 months • No CPCN needed 2

Transmission Plans (not filed for CPCN) Filed Senate Bill 07-100 Designation of Energy Resource Zones and Transmission Planning Report • Keenesburg Region: PSCo received a generation interconnection request (GI-2007-6) for 200 MW additional wind at Cedar Creek • New 46-mile 230kV transmission line from Keenesburg to Cherokee • 2 conductor bundle of 954 Kcmil “Cardinal” rated 800 MVA • String a 3rd circuit using the existing 345kV triple circuit steel structures in the existing ROW for the Ft. St. Vrain to Green Valley 230kV transmission line • Rebuild 16 miles of the existing Ft. Lupton to Pawnee 230kV transmission line to double circuit rated 800 MVA • Convert existing 26-mile 115kV line from Ft. Lupton to Cherokee to double circuit operating the existing circuit at 115kV and the new circuit at 230kV. • Cost: $37.50 million Time frame: 54 months

PSCo received an interconnection request (GI-2007-4) in Northern Colorado that would serve customers in metro Denver. • New 85-mile 230kV transmission line from Ault to Cherokee • 2 conductor bundle of 954 Kcmil “Cardinal” rated 800 MVA • Single 59-mile circuit from Ault to outside Ft. Lupton • Convert existing 26-mile 115kV line from Ft. Lupton to Cherokee to double circuit operating the existing circuit at 115kV and the new circuit at 230kV. • Cost: $69.57 million Time frame: 60 months

Senate Bill 100 Transmission Plan Zones 2 & 3 Zone 2 (East Central Colorado) • Evaluate and incorporate the transmission study of the planned Eastern Plains Transmission Project (EPTP). Discuss status of project with Tri-State and WAPA. Possibility of a partnership with TSG&T and Western Area Power Administration. • PSCo is actively working with Tri-State in partnering on the EPTP. PSCo and Tri-State have executed an MOU providing the commitment for joint planning and ultimately the ability to co-own new transmission facilities. 10
Senate Bill 100 Transmission Plan Zones 3 Zone 3 (Southeast Colorado) • Lamar Region: Transmission Plan to add addition ATC to relieve the current constraint from the South East area though Boone and into Denver Metro area. • Short-term: • Boone/Lamar Substation: (1) upgrade terminations at Boone and Lamar to increase line rating from 478 to 620 MW (2) Joint transmission line with TSG&T (PSCo ownership is 56%) (3) The estimate for the Lamar and Boone terminations to allow 620 MVA, but the operational limit is 300 MVA, is about $900,000. Boone is a joint substation with TSG&T. This project was discussed with TSG&T on July 25th. They are evaluating their participation. Potential in service date of 2008. • Radial transmission system – loss of Lamar – Boone 230kV line requires all wind generation to be curtailed until line can be restored. 11
Senate Bill 100 Transmission Plan Zone 4 Zone 3 (Southeast Colorado cont’d) • Long-term: • EPTP – anticipate partnership with WAPA and TSG&T • Lamar Substation: (1) To gain access to wind resources in Baca County PSCo will need approximately 57 miles of new 230 kV transmission into area south of Lamar (2) The estimate for a new line and switching station is $27 million. Next phase after implementation of EPTP. Zone 4 (San Luis Valley - Colorado) • Evaluate current system capacity of injection of resources at San Luis Valley (SLV) substation with the existing Transmission System • Preliminary Studies show that generation at the SLV Substation could be: • 175 MW for light load conditions (night, no irrigation load) 12
Senate Bill 100 Transmission Plan Zone 4 Zone 4 (San Luis Valley – Colorado cont’d) • 200 MW for peak summer conditions (mid-afternoon, July , high irrigation loads) • SLV substation is a joint substation with TSG&T. An additional 230 kV terminal at SLV sub station was discussed with TSG&T on July 25th. They are proceeding with evaluating design and will provide an estimate. Preliminary estimate is $1 million. 13
