Project Background • Hazardous Materials (HazMat) Response Assessment • Strategic and Tactical Plan for Homeland Security
Project Vision • “What is the current level of preparedness?” • “How prepared does the Operational Area need to be?” • “How should the Operational Area prioritize efforts to close the gap between where they are and where they need to be?”
Scope of Study Area • Contra Costa Operational Area • Cooperative interagency and interdisciplinary effort led by public safety agencies to improve preparedness throughout the area. • Includes County agencies, 19 municipalities, and all special jurisdictions entitled to receive HLS grant funding
Interagency Effort • Gang of 5 – HLS grant approval authority • Administered by a five-person County Approval Authority consisting of the Sheriff, Health Services Director, the Contra Costa County Fire Chief, a municipal fire chief, and a municipal police chief • Gang of 10 – working group representatives appointed by G-5 members
Project Goals • Target and prioritize grant funding opportunities in a methodical and planned way • Avoid last minute scrambling for requests when grants are announced • Evaluate current HazMat response capabilities and emergency response assets to improve complementary structure, and response configurations • Ensure all departments, regions (west, central, and east) and jurisdictions have input as stakeholders and are vested in the outcome
