Special Investigation Service Case No.08-1-007-97 Investigative techniques used to reveal thecrime • Imitation of criminal activity was authorized by the Prosecutor General under the law on Operative activities. • The operatives of STT were allowed to violate traffic rules and offer a bribe to any police officer.

Special Investigation Service Case No.08-1-007-97 Technical and tactical means used • The amount of 100 USD and 600 Litas was taken out from the special account and prepared to be handed as a bribe. • A secret video camera was camouflaged in the hand bagof the operative in order to document a conversation with the policemen. • The private car of one of the operatives was used.

Special Investigation Service Case No.08-1-007-97 Investigative actions taken • The crime scene was examined. • The money, handed over as a bribe was found and examined. • 9 whitness including officers of the STT were intervieved. • 2 suspects were interrogated and partially admited being guilty. • There was no need for IT / mobile phones forensic. • There was no need for audio/video forensic. • There was no need for financial audid / experise.

Special Investigation Service Case No. 07-1-526-07 Investigative techniques used to reveal a crime • Criminal intelligence investigation was conducted prior to the initiation of criminal investigation: • Informants were used to check the preliminary information and provide additional data. • The authorization of the judge was received in order to enter private premises and offices secretly. • The authorization of the judge was received in order to use technical means and intercept communication. • The authorization of the judge was received in order to conduct secret surveillance. • After the initiation of the pretrial investigation the intrusive means of investigation were maintained under the propositions of the Penal process code.

Special Investigation Service Case No. 07-1-526-07 Technical and tactical means used • Technical means for secret video surveillance of the offices of the suspects were deployed. • Tactical combinations were used to secretly enter the offices of the suspects. • Data links were organized to transmit the intercepted data. • Wiretaping and secret surveillance were used to document the criminal activities. • Tactical combinations were used to check / document delivery of the money for the bribes.

Special Investigation Service Case No. 02-7-00010-16 What has been done conducting the investigation • 26 searches and seizures were conducted. • 8 ( 5 natural persons and 3 – legal persons) suspects were charged on 5 episodes of criminal activities. • > 100 witnesses were interviewed (~60 MP‘s). • forensic analysis of relevant audio conversations was conducted. • forensic analysis of handwriting was conducted. • forensic analysis of computers an other electronic devices was conducted. • expertise of the State Tax Inspectorate was used. • expertise of the Central electoral commision was used.
