ONE CITY PRIORITY FOR 2008/09 To deliver a car club scheme in Westminster which: • Reduces pressures on residents parking • Reduces demand for new resident permits • Reduces emissions from transport • Offers an alternative to car ownership in Westminster • Reduces congestion • Promotes accessibility and social inclusion

Objectives The scheme will be delivered in 3 phases: • 100 car club bays in phase 1 – 2009/10. • 200 car club bays in each subsequent phase. • Reduction in permits issued by at least 5% over the contract period • Aim is to deliver car club bays where demand is greatest. • Car club bays will be replace under-utilised paid for spaces • No residents’ spaces will be used in phase 1.

  5. Issues for members Scheme roll out • City wide or zone by zone introduction? • How fast should scheme be introduced? Is there an appetite for 500 bays by the end of phase 3? • Are members content for officers to develop to opportunities to use more shared use space and residents parking to car club bays? • What should be the target for 2020 – 20% of resident bays converted? • How could we incentivise take up?
