N S TADA! • They created the Articles of Confederation: The first plan of government • Two levels of government share fundamental powers with the state being supreme in most things.
National Powers under the A of C • Declare war • Make peace • Sign treaties • Borrow money • Establish a Postal System • Coin money • Deal with Native Americans
State Powers under the A of C • Collect taxes • Regulate trade • Coin money • Form militias • Any power not listed as a power of the national government is a power of the states
What two major sections of government are missing? • Executive (President) • Judicial (Courts and judges)
What are some Pros and Cons to the Articles of Confederation?
We need money but we can’t tax! • Land Ordinance of 1785 – plan for surveying new land
Let’s Go West! (North too..) • Northwest Ordinance of 1787 • America will settle the land west of Appalachians • The new land will become new states, not the extension of existing states • Slavery will not be allowed in the new lands
Problems with the A of C • Needed 9/13 states to agree to make a law • Needed 13/13 states to agree to change the A of C • Only created a “firm league of friendship” among states • National gov’t couldn’t collect taxes • National gov’t couldn’t regulate trade • No executive or judicial branch • No pay for people serving in the government
Shay’s Rebellion • Shay’s rebellion signaled to many Americans that: A of C weren’t strong enough and a new plan of government was needed.
