Editing Practices • Shall • mandatory in JARs • Should • recommendation in ACJs, AMCs and IEMs • May • discretion by the Authority, industry or applicant • Will • obligation to the authority mandatory in JARs.
Implementation • JARs should be implemented through national regulations • National variants may exist: text, date of implementation. For example, UK, Scandinavian States, …. • For EU States, JARs are mandatory after EU approval process • EU may introduce amendments • EU approval process takes a long time and JARs may have been amended.

Outlook • Need for a more formal & legally binding status for JAA: New JAA convention text agreed in principle (JAA Board) • Co-ordination with EU felt necessary • Concept of a European Aviation Safety Agency (EASA) accepted within EU in June 1998 • EASA: Responsible for rulemaking, certification and standardisation for the application of rules by the national aviation authorities • JAA aim: Continue its work, become the genesis of EASA
