Issues considered by WRC-12 A: Convergence between terrestrial services (fixed and mobile) – no change or changes to Radio Regulations definitions. B: General allocation issues – no change, a new Resolution or (as introduced during WRC-12) a revised Recommendation 34. C: Satellite convergence issues – CPM report proposed no change. D: Suppression of Resolution 951 – subject to the outcomes on the other issues. Australian / APT position: no change.
Main discussions at WRC-12 A: Canada, with some African support, pursued changes to the fixed station and mobile station definitions to clarify them. B:France, on behalf of Europe, initially pursued a new Resolution but agreed to a revision to Recommendation 34 on Principles for the allocation of frequency bands. C: Satellite convergence issues – No discussion. D: Suppression of Resolution 951 – Canada/ France subject it to other outcomes.
Outcomes agreed by WRC-12 A: No change to the Radio Regulations and a new Resolution 957 [PLEN/1] for Studies towards review of the definitions of fixed service, fixed station and mobile station. B: No change to the Radio Regulations and revision to Recommendation 34 on Principles for the allocation of frequency bands. C: Satellite convergence issues – No change. D: Suppression of Resolution 951 – Suppressed.
Next steps For Issue A: Monitor studies under Resolution957 [PLEN/1]. If applicable, analyse implications for Australia’s spectrum management framework, including contributions to APT and ITU-R WP 1B. For other Issues:No further action required.
