Identify and evaluate options:- The option of do nothing acts as base case against which other options should be compared ii. Identify equity and fairness issues:- Equity balances the negative impacts of regulation against the positive impacts. The option which is thought likely to have the largest positive impacts, may impose unfair negative impacts on a specific group or business. Relatively low impacts may be significant if borne by a small number of people or organisations.
