International Migration Statistical Data Collection Count them here Or here or
Session objectives At the end of the session, participants will be able to: • Define migration concepts • Explain why migration data is important • List factors leading to migration • Recognize sources of migration data • List attributes for migration data • Understand migration data quality aspects • Understand steps involved in data managt’ plan • Identifychallenges in migration data • Have consensus on the way forward
Definitions Migrant Internal migrant International migrant Immigrant Emigrant Net Migration
Why migration data? To provide accurate, efficient and effective information: • Calculate Population growth – Natural increase + net migration • Development • Health • Gender • Security • Labour, environment, etc.
Beneficiaries: • Governmental policy/decision makers • Research institutions as well as individual researchers • Civil society and others • Migrants themselves for investment, forecasting and know-how
Sources of data • Issuance of visas, resident permits, work permits • Household-based • Censuses • Surveys • Survey of emigrants (out of the country) • Department of Immigration – border statistics • International Organisations e.g. ILO, UNHCR
Attributes for migration data • Age, Gender, Place of birth, including Country • Current residence • Duration of stay • Previous residence • Destination of emigrant
Attributes for migration data • Year/date of entry/departure • Reason for migration • Profession • Citizenship • Remittances- amount, frequency, purpose, etc.
Data analysis • Definitions – quality starts from data collection • Availability • Usability, Structure, and Accessibility • Validity and accuracy • Timeliness, Frequency • Responsibility
DEVELOPING A MIGRATION DATA MANAGEMENT PLAN/STRATEGY FOR KENYA • Data Inventory • Physical Resources • Software • Personnel Resources • Financial Resources • Customers and their profiles – Know your data users
Challenges in migration data • Lack of adequate data • Lack of centralised migration data • Inadequate human capacity/experts • Lack of timeliness, accuracy and comparability of existing data • Magnitude of irregular migrants difficult to quantify
Call for Action • Design an analytic framework for international migration • Allocate more resources to statistical units • Develop computerised systems to capture and analyse data • Provide training on data base management • Compile (and update) available information • Develop explicit national migration policies
“A simple way to take measure of a country is to look at how many want in.. And how many want out.” Tony Blair
