  3. REG I/ 14 RESPONSIBILITIES OFCOMPANIES • “Company” means the owner of the ship or bare boat charterer who has assumed operation of ship. • Responsibility master & crew contribute : • To safe operation of ship. • Ensure full and complete effect of company obligations.

  4. REGULATION I / 14 RESPONSIBILITIES OF Each administration shall, in accordance with the provision of Section A- I / 14, Hold Companies Responsiblefor the assignment of seafarers for service in their ships in accordance with the provisions of the present convention.

DIRECT RESPONSIBILITIES OF SHIPING COMPANIES Companies must meet new requirements which they are directly responsible, such as ensuring that seafarers undergo necessary safety and shipboard familiarization and compliance with new provisions concerning minimum hours of rest. DOCUMENTATION In addition to ensuring that the seafarers they employ hold correct and valid certificates, companies must also ensure, through readily accessible documentation, that they can demonstrate to national maritime administrations and port state control officers that the company is indeed in compliance with its other STCW 1995 OBLIGATIONS.

RESPONSIBILITIES OF COMPANIES • ENSURE THAT THEIR SEAFARERS MEET MINIMUM INTERNATIONAL • STANDARDS. • ENSURE THAT THEIR SHIPS ARE MANNED ACCORDING TO • REQUIREMENTS. • KEEP DETAILED RECORD OF SEAFARERS. IMPLEMENTATION BY GEVERNMENTS PARTIES TO SUBMIT TO IMO EVIDENCE OF • IMPLEMENTATION OF STCW REQUIREMENTS • ISSUING CERTIFICATES TO SEAFARERS IF THEY MEET MINIMUM COMPETENCE STANDARDS

RESPONSIBILITIES OF COMPANIES • Each seafarer holds an appropriate certificates. • Safe manning requirements • Documentation of all seafarers maintained and readily accesible. • Shipboard familiarization • Crew co – ordination. • APPROPRIATE CERTIFICATES. • National CoC • Endorsement from issuing Government attesting that it meets STCW Standards. • Individual flag state endorsement

  11. 2. SAFE MANNING • Compliance with safe manning document. • Safe manning document should specify the number and qualifications of personnel carried on ship. 3. RECORD KEEPING • Companies to ensure that documentation regarding seafarers experience, training, medical fitness and competence in assigned duties is readily available.

  15. ADDITIONAL RESPONSIBILITIES • No crew member to be employed if he does not possess safety familiarization of BST. • Any on board training and assessment must comply with REG.I / 6 & I / 8. BRIGDE RESOURCE MANAGEMENT Recommendation in section – B VIII /2 issue guidance to masters : • Ensure sufficient number of watch keepers. • Personnel are properly qualified. • Proper assignment of duties • Ensure equipment are working properly. • Task to have clear order of priority.

BRIDGE TEAMWORK PROCEDURES Section A – II/ 1, thorough knowledge of bridge Teamwork procedures. • Voyage planning, alternative routes. • Bridge procedures, checklists, logs. • Management of watch system • Effective communication among bridge – team members. • Effective use of bridge equipment. • Response in bridge emergencies

SAFE MANNING KEPUTUSAN MENTERI PERHUBUNGAN NOMOR : KM 70 TAHUN 1998 TENTANG PENGAWAKAN KAPAL NIAGA PASAL 21 • Setiap perusahaan yang memiliki dan / atau mengoperasikan kapal niaga Indonesia, wajib menerima dan menampung serta menyediakan akomodasi pada Taruna / calon Perwira paling sedikit untuk 2 orang bagian dek dan atau mesin, yang akan melaksanakan praktek berlayar. • Nahkoda dan KKM wajib memberikan pengalaman praktek dan kehidupan di kapal taruna / calon Perwira dalam melengkapi praktek berlayarnya.

STCW CONVENTION Principal international treaty regulating the training and certification of seafarers, and forms the basis for standards of crew competence that are enforced worldwide Covering three essential areas: Shipping company responsibilities; Uniform standards of competence; and Measures to ensure implementation and compliance by governments.

  22. STCW Code Part of the convention, contains detailed Competence Table, these stipulate uniform standards for the attainment of competence in specific maritime skill. Contain of specific standard of knowledge, understanding and proficiency to be achieved by candidates.

  23. Provision which are primarily relevant to the training institutions, address matters such as the use of simulators, the qualifications of instructors and assessors, and the application of quality standards to shore based training.

MLC 2006, Safe Manning danWaktuIstirahat • Minimum safe manning (aturan pengawakan)mengatur apakah awak kapal mampu memenuhi jam istirahat minimum yang ditetapkan MLC 2006. • MLC 2006, yang pada awalnya dimaksudkan untuk memastikan kesejahteraan pelaut sehingga dapat menunjang keselamatan kapal belum mempunyai pengaruh yang signifikan. • Port state control telah berusaha menangani masalah tersebut serta menindak tegas apabila terjadi pelanggaran, tetapi yang terjadi adalah catatan waktu jam istirahat tersebut dipalsukan dengan cara meminimalkan waktu kegiatan operasional yang bisa direkayasa.
