3. Purpose • To provide advice to KSA operators on ADF airspace security measures in the Sydney Basin during the 2007 APEC Economic Leaders Week (AELW) • Distribute registration and approval numbers

AELW AIRSPACE - AUTHORITY • Prime Minister & Cabinet • APEC Task Force guide Whole-of-Government support • Security is one element of APEC Task Force support • Attorney General’s department, National Counter-Terrorism Committee, DOTARS Office of Transport Security, Protective Security Coordination Centre, NSWPOL, ADF, Intelligence community, etc • Operation DELUGE - ADF’s broad support to AELW • ADF airspace security is one element of Operation DELUGE • Air Defence Identification Zone, Temporary Restricted Area R902, HIDACZ and associated measures form one element of airspace security

AELW AIRSPACE - ADIZ • Air Defence Identification Zone • NOTAM (FIR C3399/07, SY C1252/07) • 30 Aug 07 to 10 Sep 07 • 200 nm radius KSA, sfc-FL600 • Flag DCA without imposing additional requirements/restrictions • Mil acft may investigate uncertain events • Civil acft must report deviations to ATS • Know intercept procedures

AELW AIRSPACE – TRA R902 • TRA exists for safety of civilian aviation, general public and APEC delegates • Mechanism to impose approval process, etc • Reduced surveillance clutter • NSWPOL and SF FoM • Consequence management (diversion) • Safety (fratricide/collateral damage) • ROE (highlight non-cooperative tracks) • Mass casualty evacuation • No link between AELW airspace measures and extant procedures such as KSA curfew, LTOP, etc

AELW AIRSPACE – TRA R902 • AIP SUP H23/07 10 May 07 • Active H24, 2300z 30 Aug – 1400z 10 Sep (unless NOTAM) • 45 nm radius, SFC–FL280 • No disruption to essential traffic • Limit non-essential traffic during key event timings (NOTAM) 0709070800 – 0709071200 UTC 0709080200 – 0709081200 UTC 0709090001 – 0709090530UTC • security threat assessments, key AELW meetings • ABMCC working to permit compatible activities • Must nominate ALT outside R902 during Key Event Timings • Not MIL air base • Extant ATS and airspace classification • Must FPN, be capable of 2-way comms, operate transponder • Know ERSA intercept procedures • Carry and be able to state approval number

Military Activities in R902 • Defensive Counter Air • Increased radar surveillance • FA18 fighters will be conducting airborne patrols during key events and at other times • FA18 will hold overhead KSA, normal separation from civilian traffic unless intercept required • FA18 will not be transmitting on civilian ATC freqs, but will be monitoring

13. Military Activities • Due regard • In the event of an air intercept, FA18 will operate under military control with Due Regard for civilian aviation • ATC LOs will coordinate with AsA • Know the intercept procedures • FA18 may not have transponder active

Military Activities • Military ATC LOs located in Sydney TCU, Melbourne & Brisbane Centres • Direct link to Weapons Director at RAAF Williamtown and Air Operations Centre (Headquarters Joint Operations Command) • Emergency closure of R902 is possible throughout AELW • Coordinated through ATC LO to civilian ATC

NSW POLAIR Activities • Various RW and FW (incl. jets) aircraft in R902 and HIDACZ 24/7 • Normal ATC clearance and procedures • APEC Meeting (Police Powers) Bill 2007 • penalties up to $250 000 for unauthorised operations within R902/HIDACZ • Breaches may be coordinated with local Police for arrest at destination

19. Why the Approval Process? • Contribute to the security of APEC 2007 AELW • Provide a Recognised Air Picture of all activity within R902 • Allow rapid airspace sanitisation during an emergency • Allow rapid response to changing security situation

20. Approval Process - Scheduled Operators Company submits Flight Schedule to the APEC ABMCC (Completed) Attend Briefing APEC ABMCC will provide an approval number for each requested flight. Operate IAW AIP SUPP H23/07. Pilot in command is to carry approval number.

21. Approval Process - Scheduled Operators Requirement for additional flight Complete Appendix 4 to AIP SUPP H23/07 include your Registration Number, then email to APEC ABMCC minimum 24 hours prior to departure. If Not Approved then: If Approved then: APEC ABMCC will provide an Approval Number for requested flight. You will not be able to Operate. Operate IAW AIP SUPP H23/07. Pilot in command is to carry approval number.

Approval Process - Unscheduled Operators Company/Individual has a requirement to Operate in R902 and/or HIDACZ Complete Appendix 4 to AIP SUPP H23/07 include your Registration Number, then email to APEC ABMCC minimum 24 Hours prior to departure. If Not Approved then: If Approved then: APEC ABMCC will provide an Approval Number for requested flight. You will not be able to Operate. Operate IAW AIP SUPP H23/07. Pilot in command is to carry approval number.

24. Emergency Services Operators • Includes all SAR, MED1, FFR, HOSP • May operate within R902 using only the registration number • Will be able to launch immediately to respond to an emergency: • - Provide details to relevant Civil ATC Agency • - Military ATC LOs provide details to ABMCC • MED2 flights authorised to notify APEC ABMCC inside 24 Hours: • -Process as per the Unscheduled Operator • Approval Process

25. Diverted Flights • KSA will be unavailable as a divert airfield between 07-09 SEP during the reduced traffic periods – as per NOTAM • KSA will be available at all other times: • -Military ATC LOs to notify APEC ABMCC of diverted • flights • Companies will need to apply for additional Approval number for outbound flight as per ‘Request for additional flight process’

26. Delayed Flights • IFR Traffic – Company to submit a Delay Notification (DLA) Message via Company flight planning software if Flights are delayed > 1 Hour • Continue flight as normal with original approval number. • APEC ABMCC is to be notified of delayed flights where aircraft arrival/departure of R902 is within the reduced traffic periods. • No action is required for Cancelled Flights

27. Other Considerations • Approximately 300 Companies / private operators registered to operate • E-mail is the preferred option for delivery of Appendix 4 for • flights 24 hours in advance • - Prevent phone and fax line jamming • - Allows the APEC ABMCC to respond to time critical • Emergency flight requests • The APEC ABMCC will provide you with an Approval • Number ASAP after receiving your request • - Please don’t ring regarding the status of your flight until < 2 • Hours THE APPROVAL PROCESS WILL TAKE TIME, PLEASE BE PATIENT
