2. We talked about this last year
The report is done and sent to the Legislature
Tom Sorel has committed Mn/DOT to adopting this concept for T.H.
In spite of that, the SC Coalition is proposing legislation to require Mn/DOT to do so, it also has lots of reporting required.
So far their draft legislation says it is optional for local governments.
We told them that DOT would not support them and would be compelled to testify against the bill if they made it mandatory for you.

3. Possible Impact to You
Commissioner says we will assist with planning
We will review our standards and guidelines for conflict with AASHTO
Draft legislation includes an exception and evaluation to standards
I will remain involved
The Commissioner also committed us to advising any local government who wants to explore or adopt a policy for themselves.
He would like us to develop a process that you could use to implement it in your county; it would start with a planning look at the entire transportation system in your county.
We will review our SA standards for conflicts with the AASHTO Green Book; Paul has already done a first review and there are very limited differences.
The SA Rules Committee will be reviewing and recommending any changes.
The draft legislation includes an exception process to use AASHTO standards in lieu of SA with an evaluation after a 3-year pilot.
We will establish an External Advisory Group to comment on all the work DOT doing in this area: I plan to appoint myself chair of the DOT effort so I can steer it.The Commissioner also committed us to advising any local government who wants to explore or adopt a policy for themselves.

4. ADA in Mn/DOT
Transition plan out web for comment by January 13
Each district will appoint a point of contact
DOT has committed a minimum of $2.5 mill/year for standalone ADA projects
Pavement preservation included
Training is being developed, you’re invited
Most comments on transition plan have been positive
The district contacts are likely to be the design engineer.
In addition to the current commitment, if we get a second ARRA program, we will do $15 mill of standalone projects.
Major decision that you will need to wrestle with:
DOT has decided any pavement preservation project, including mill & overlay will include ADA in scope (Tech Memo to be revised soon.)
You will need to decide if you want to follow that or make a decision to exclude mill & overlays.
Training is being developed: You and your staff will be invited to attend. Most comments on transition plan have been positive

20. County Road Safety Plans Mn/DOT measure it success in traffic safety by all roads, not just TH.
This is a nation’s first effort. These customized road safety plans are developed for each of your needs. As an examples, if your county is unwilling to install intersection lighting, then this will not be recommend.
The crash data from each our your counties will be applied directly to the projects that are begin developed in these plans. These plans are a great way to build or to continue to building on your county partnerships with the other 3 E’s.

21. Mn/DOT Target – Fatalities Mn/DOT’s long-term policy is to pursue the Zero Deaths goal.
The Statewide Transportation Plan 20-year “moderate” target is to reduce fatalities on state and local roads to 600 by 2023 – a reduction of 135 fatalities from what is projected based on trends.
Achieving the target would require substantial new strategies, new resources, alliances with other state and local organizations, and a shift in public attitudes to support statutory changes in DWI, seat-belt or other laws.
The “aggressive” target is to reduce fatalities to 550 in 20 years.
It would likely require greater statutory changes.
Strategy options are outlined in the Statewide Transportation Plan.

Example of a CEA would be seat belt usage or speed issues for the behavior side and runoff road or intersection issues for infrastructure.
These plans will provide detail listing of projects and routes for each county with the goal for decrease time and effort required to applied for federal HSIP funding.

Turning in a 300+ page plan the day after the Environmental Document is approved
is pushing the limits of reality.
