BACKGROUND • MILITARY BASES FORM ALMOST 40% OF DPW’S PORTFOLIO. • CONVERSION OF REDUNDANT MILITARY BASES WORLDWIDE POSE CHALLENGES. • SA: THE CHALLENGES&OPPORTUNITIES ARE: • MASSIVE SIZE OF BASES • INFRASTRUCTURE THAT ALREADY EXIST • LAND CLAIMS • LAND INVASIONS • CHALLENGES FOR DPW: • SINGLE POINT OF HAND-OVER, NOT WELL ESTABLISHED • LARGE HOLDING COSTS & NO BUDGET • SECURITY CHALLENGES POST SANDF • LONG TIME BTW HAND-OVER & RE-USE

  3. POMFRET MILITARY BASE • THE BASE HAS NOT BEEN HANDED BACK TO THE DEPARTMENT OF PUBLIC WORKS • NEGOTIATIONS HAVE ALREADY COMMENCED WITH PROVINCE WITH REGARD TO RESETTLEMENT OF CIVILIANS • ANTICIPATED THAT RESETTLEMENT WILL COMMENCE DURNIG APRIL 2003

  4. MMABATHO MILITARY BASE • BASE WAS MADE AVAILABLE FOR CO-USE DURING 1999 • FEASIBILITY STUDY ON CO-USE WAS COMPLETED DURING AUGUST 2002 • PROVINCE HAS INDICATED THAT THEY WANT TO ACQUIRE THE PROPERTY • FORMAL REQUEST IS AWAITED FROM PROVINCE

  5. KLIPPAN MILITARY BASE • BASE WAS MADE AVAILABLE FOR CO-USE DURING 1999 • FEASIBILITY STUDY ON CO-USE WAS COMPLETED DURING AUGUST 2002 • PROVINCE HAS INDICATED THAT THEY WANT TO ACQUIRE THE PROPERTY FOR EDUCATIONAL PURPOSES • FORMAL REQUEST IS AWAITED FROM PROVINCE

  6. VAALKOP MILITARY BASE • BASE WAS MADE AVAILABLE FOR CO-USE DURING AUGUST 2001 • A SECURITY COMPANY EXPRESSED AN INTEREST TO LEASE THE BASE BUT WITHDREW ITS REQUEST • BASE IS CURRENTLY BEING USED BY DoD AND DEPT OF WATER AFFAIRS

BAFOKENG MILITARY BASE • THE BASE WAS HANDED BACK TO THE DEPARTMENT DURING JULY 1996 • MATTER WAS REFERRED TO THE DEPARTMENT’S REGIONAL OFFICE • DoD INDICATED THAT THE BASE WAS TRANSFERRED TO PROVINCE (HEALTH) • DPW INFORMED DURING APRIL 2002 THAT IT IS UNUTILISED • CURRENTLY UNDER INVESTIGATION

BUXTON MILITARY BASE • THE BASE WAS HANDED BACK TO THE DEPARTMENT DURING JULY 1996 • MATTER WAS REFERRED TO THE DEPARTMENT’S REGIONAL OFFICE • DoD INDICATED THAT THE BASE WAS TRANSFERRED TO PROVINCE (HEALTH) • DPW INFORMED DURING APRIL 2002 THAT IT IS UNUTILISED • CURRENTLY UNDER INVESTIGATION

  9. GOPANE MILITARY BASE • HANDED BACK TO THE DEPARTMENT DURING 1996 • PROVINCE INDICATED INTEREST TO ACQUIRE THE PROPERTY • NO FORMAL REQUEST RECEIVED • CURRENTLY INVESTIGATING INCORPORATION OF THE BASE WITH SKILPADSHEK BORDER POST

  10. WAY FORWARD • INSTITUTING EARLY WARNING NOTIFICATION BEFORE HAND-OVER • COMMENCEMENT OF PLANNING BEFORE HAND-OVER • ESTABLISH SINGLE SOURCE OF HAND OVER • PARTNERSHIP WITH DoD POST HAND-OVER
