This orientation provides an overview of the Local Planning Council (LPC), including its history, contract requirements, and changes, as well as its role in preschool expansion. It covers legislative and program requirements, as well as fiscal responsibilities.

  2. Overview • Welcome and Introductions. • Meeting expectations with limited funding. • Brief History of LPCs. • Contract Requirements and changes. • Assembly Bill 212 (AB 212- Aroner).

  3. History of LPCs • 1991 LPCs established by: • AB 2141 Jackie Speier. • 1995 $660,000 one-time funding allocated to LPCs. • 1997 AB 1542 (CalWORKs). • 1997 $2.4 million allocated to LPCs.

  4. History of LPCs • 1998 First multi-year contract awarded. LPC Guidelines were changed to Requirements. • 1999 AB 1857 Escutia-equal access to services. • 1999-Budget Change Proposal (BCP) for $2.9 million in additional funding approved. New total is $5.3 million for LPC activities.

  5. History of LPCs • 1999 A new base allocation is established for LPCs based on population. • 1999 Contract requirements are revised. • 2000 AB 212-Aroner- $15 million. • 2000 Child Care Staff Retention Program launched along with CARES (California First 5).

  6. History of LPCs • 2001 Senate Bill (SB 1703) Escutia ADA Accessible Playgrounds. One-time funding. • 2002-03 Technical Clean-Up. • AB 2311 Statutes 2002, Chapter 435, Sections 8 and 9 changed. • SB 600 Statutes 2003, Chapter 62, Section 33 updates.

  7. History of LPCs and a Shift Toward Preschool Expansion • 2004 Beginning of Preschool for All and Los Angeles Universal Preschool. • 2005 Proposition 82 qualifies for the ballot in November 2006. • Preschool pilots begin in nine counties.

  8. History of LPCs and Preschool Focus • 2006 Proposition 82 fails. • Governor signs AB 172 Chan. • Allocates $50 million for a Prekindergarten and Family Literacy Initiative. • Impacts approximately 500 classrooms/12,000 children/$2,000 per classroom.

  9. History of LPCs and Preschool Focus • 2007-AB 172 Awards announced Services scheduled to begin in Fall 2007. • 2007-2008 One-time only additional funding for AB 212 = $15 million. • 2007-2008 Centralized Eligibility List (CEL) funding= $7.9 million.

  10. AB 212 + One Time Funding for Staff Development • 2006-08 Two contract cycles run parallel courses. • Both funding cycles end June 30, 2008. • Total AB 212 allocation= $30 million-One time opportunity. • 2008-2009 $11,115,000 = reduction.

  11. LPC History • 2008-2011-Economic Downturn • Massive program cuts-lost $1 billion dollars in program funding, CEL eliminated, LPC funding cut in half, AB 212 funding also reduced to $10,750,000. • 2012-2013 Some restoration of program funding $55 million.

  12. LPC History • ARRA funding-$1 million for the Glen Price Group and San Mateo County Office of Education to develop the California Comprehensive Early Learning Plan. • Dream Big-ELQIS used as a springboard to RTT-ELC/ELAC.

  13. LPC History • Multiple ARRA projects end June 30, 2013. • 2013 RTT-ELC supplemental grant awarded to 17 Consortia in 16 counties-Total fund award $75 million ends June 30, 2016. • New CDD Director hired-Debra McMannis-September 2013. • 2015-CSPP 50th Anniversary

  15. Legislative Requirements • California Education Code sections 8499-8499.7 • County Board of Supervisors and County Superintendent of Schools responsibilities: • Appoint LPC members • Publicize nominations

  16. LPC and AB 212 Contracts • 2014 everything is sent out electronically. • Contract terms are posted on the web site under Contractor Information under Support Services Contracts FY 2015-16. • Make sure your current e-mail address is up to date at all times!

  17. Legislative Requirements • Establish terms of appointment for LPC members. Annual Certification of membership required. • Approve local funding priorities. • Approve needs assessment. • Approve the comprehensive, countywide, child care and development plan.

  18. Program Requirements • LPC Contract and Council responsibilities: • Elect a chairperson. • Complete the needs assessment once every five years-update yearly. • Complete the comprehensive, countywide, child care and development plan.

  19. Program Requirements • Establish and review county priorities annually before May 30. • Collaborate with public/private resources to foster partnerships. • Coordinate activities to obtain necessary data from the Early Education and Support Division funded programs in your county, including Early Head Start and Head Start programs.

  20. Program Requirements • Help coordinate part-day programs with other child care to provide full-day child care-AB 2759 Jones. • Develop local ECE staff training plans-AB 212 (CRET). • Employ a LPC Coordinator and support staff if possible. Leverage local funding.

  21. Fiscal Requirements • Indirect costs may not exceed 10%. • Maintenance of effort requirement. • Travel and per diem rates are computed in accordance with Department of Personnel Administration rules. • Approval is necessary for equipment purchases at or above $7,500.00.

  22. Fiscal Requirements • Out of State travel must be approved. • Sub-contracts at or above $10,000 must be approved and requires three bids. • The annual budget needs to be completed and submitted in the first quarter of the fiscal year.

  23. Fiscal Requirements • Allowable Expenses: • Costs must be reasonable and necessary. • Only expenses used to meet legislative and/or contract requirements are allowable. • LPCs are encouraged to seek other sources of funding to complete special projects.

  24. Fiscal Requirements • The CD 6300 form has been replaced by the CDFS 9529 form for funding reimbursement for both CLPC and (AB 212) CRET contracts. • Audits must be completed and submitted by November 15. • If Audits are late funding will be withheld!

  25. Program Reporting Requirements • The CD 6002 Annual Activity report has been simplified. • Annual Self-Review due November 15. • The Composition of LPC Membership Certification is due January15.

  26. Program Reporting Requirements • LPC local priorities are due on or before May 30. • Attend LPC Coordinator meetings as scheduled.

  27. Additional Reporting Requirements • Submit the following documents within four weeks after local approval: • Bylaws. • Needs Assessment. • Comprehensive, countywide, Child Care and Development Plan.

  28. Additional Legislative Mandates • AB 212 Child Development Staff Retention and Training program (CRET). • Brief History: 15th successful year! • Current coordination with California First 5 CARES+ program and RTT-ELC Professional Learning Communities, Career Pathways and TK teachers…

  30. Professional Development Profile Reporting • All AB 212 and TK participant reporting is required to be sent to the Child Development Training Consortium on a quarterly basis. • A Webinar is posted on the Child Development Training Consortium web site. • You must contact Janell Doornenbal for a password.

  31. Use the Internet daily • Use Bookmarks-Fast Searches. • Check multiple ListServes for info. • Sign up for EESD ListServe!! • Keep up with the latest research. • Use webinars/ video conferences. • Use Healthy Cities and U.S. Census information. • Learn how to use GIS maps.
