The WMO Education and Training Programme aims to enhance the capabilities of National Meteorological and Hydrological Services (NMHSs) in fulfilling their mandates through the development of education and training standards, technical capabilities, and management capabilities.

Bodies reponsible for setting initial and ongoing ETR requirements?
Setting Standards EC-Panel set the Standards for the initial training of Meteorologists and Meteorological Technical Officers Use the COCOM to brainstorm / test ideas TC’s set the Guidelines / Standards for the subject domains under their authority. Examples: aeronautical meteorology, climate, marine meteorology EC-Panel to assist the TC’s Getting some buy-in from the TCs but for many of them qualifications and competencies low priority
Enhancing ETR capabilities Oversee and support the RTCs Advertise and support Members to attend RTC activities Providing train-the-trainer workshops and advice Provision of publications and guidelines Support for Members to attend ETR related events (face-to-face and online) Advocating for provision of resources and sharing of resources Links to “Roles and Operations of NMHSs” Some RTCs very active, others dead-loss. Need to revisit RTCs? Trainer competencies will be useful NWS/COMET very good partners
Enhancing Technical Capabilities Negotiate with RTCs and potential donors Work with partners such as EUMETCAL and COMET Provide advice to WMO Technical Departments Cross-coordination with Technical Departments Work with TCs on development and implementation of competencies Provide funding to Technical Departments Fellowship Programme fits in here Advocating for provision of resources and sharing of resources Starting to get results from negotiations with RTCs (Turkey, China) and cross coordination with Departments. Still siloed though
Enhancing Management Capabilities Working with the LDCR and Regional Programme to deliver workshops that support strategic planning ….. Linking to the “Roles and Operations of NMHSs” and anticipating Panel looking at a Capability Framework at next session. Coordinating with UK, Spain and France on their management courses PR Familiarisation visits come under this Capability framework will give this much more focus. Links with LDCR and Regional Programmes tentative but firming
Congress Decisions Revised definition of Meteorologist and Meteorological Technician Agreed on new BIP-M and BIP-MT Standards Agreed on new guidelines to support the implementation of the Standards Continued the EC Panel of Experts on Education and Training
Implications for ETRP of Congress decisions • Severed the link between jobs and classifications. Now up to each Member who does what tasks • WMO 258 is being phased out by 1 Dec 2013. ETR Standards in Section B4 of WMO Technical Regulations Vol 1, publication 49
Expectations of ETRP due to Congress decisions • Expected to support the implementation of the GFCS through education and training in climate services • Expected to increase provision of management training • Expected to assist implementation of WIS / WIGOS through training in meta-data, network management, quality control, QMS ….

Opportunities and Challenges for the ETRP / Panel • Reform proposals for the EC WG on Capacity Development and how this could support / impact upon the work of the Panel • Member interest in the Panel • Making the most of available resources (staff and funds)
