One-Day Meeting System • The following documents are the basis for the update: • Conditions for a One-Day Meeting system • Decisions of the European Athletics Council • Research documents and requirements of stakeholders • Previous documents as a basic element for a One-Day Meeting • system including a more efficient calendar structure • Diamond League document • Documents worked out by the One-Day Meeting Working Group • Decisions of the EA Competition Committee

  3. Conditions for theOne-Day Meeting System • The new system has to respect the credibility of the values of sport, • the expectations of the changing society and the economical aspects. The system must be consistent and has to cover the different levels of performance. A strong link between the meetings is a condition to make our sport understandable for the public. The achieved results and positions must have a meaningful consequence. • The following aspects have to be taken in consideration: • Meaningful consequences based on the achieved results or position • Different levels of performance and categories of meetings • Logical link between the meetings • Integration of the public (spectators and TV viewers)

Conditions for the One-Day Meeting System • Qualification conditions for each level of meeting • Equal competition possibilities for each discipline • Protection conditions for each category of meeting • Transparent price money structure • Contractual conditions to obtain the permit • Special entry conditions for the athletes of the home country • Special entry conditions for European athletes • Limited number of wild cards for foreign athletes for PR reasons • Economically balanced system • Financial support or contributions • Conditions for event presentation • Management and supervision of the system • Limitation of athletes by country

Conditions for the One-Day Meeting System • Efficient evaluation, control and punishment system • Integration of the anti-doping system • Conditions and benefice for the meet organiser, the athletes and • the managers • Calendar structure with protection windows to avoid conflicts • Conditions on infrastructure for each level of meeting • Quality requirements for the different services • Athletes, Media, TV, Medical, Doping, Payment, Hotel, Meals • Promotion requirements • TV requirements • Qualification standards for European and World Championships • based on the position of the athletes in the meeting • Coordination with the IAAF and integration of all concerned • stakeholders

Categorize the meetings • Different levels of meetings, organized in Leagues • Clear conditions and contractual quality requirements • Up and downgrade procedure • Credible and objective evaluation system • Improved orientation for the organisers • Procedure of event allocation solutions • fixed events at each meeting with a limited flexibility • Solution for special events like hammer, discus, some jumps (specified • events) • Different prize money structures per category

Fixed events at each meeting Group of events will be chosen by each meeting following fixed priorities set by European Athletics Premium League Same event distribution system as in the Diamond League with 2 groups of events. Challenge League Distribution of events in 3 groups of events. Additional conditions will be fixed to integrate some flexibility in favour of the PR and economical aspects without creating conflicting situations in the calendar.

Categorize the athletes and qualification criteria • Athletes should be categorized depending on their position in the world and/or European ranking and based on the performances and position in the competitions of the current year • Each athlete can only participate in his/her respective category of meetings with some exceptions: • National athletes of the meeting country • Athletes who don’t have a competition 7 days before • or after the meeting • Wild card for a defined number of athletes for PR reasons but with restrictions to avoid calendar conflicts

Categorize the athletes and qualification criteria • Each athlete has to be qualified for a level of competitions based on a qualification system • Qualification system for the participation in a superior • level of meetings as well as for the down grading procedure • Each European Meeting must enter 50% of European athletes in each event coming at least from 3 different countries in lane events or 4 in the other events • Each European Meeting should organize 2 events (M&W) • for U 23 Europeans

Qualification criteria • The following qualification criteria should be further • developed to create a more appealing consequence of the • results and increase the link between the meetings and the • awareness towards the public. • Qualification to the next higher League is achieved by • 2 victories or more than 8 points • The winner of the League is qualified for the next League • Place 1 – 3 in each Diamond League and Premium Meeting is considered as a fulfilled standard for the ECH • Negotiations with the IAAF should lead to a similar procedure for the WCH and OG as well as for the whole • One-Day Meeting system. • The first group of qualified athletes for the following year will be • published at the European Athletics Convention. An update is • requested 1st of June, July and August.

Prize money and athletes engagement • Conditions for the prize/PR appearance money are: • Prize and appearance money will be in Euro • Minimum total prize money for each League • Minimum prize money for each discipline. • Equal prize money for each discipline is not required but • highest and lowest prize money should not differ more than • 40% • PR/appearance money should not be more than 40% of the • total athletes budget and a max of 20% of this budget can be • paid to one foreign athlete • Prize money structure has to be published well in advance • A minimum promotion fee shall be guaranteed against the • prize money to athletes with merits (WR,WCH, OG, ECH … )

Calendar and protection • The allocated date for any competition is a consequence of the conditions set to obtain a permit. • The following conditions are therefore important: • Protection windows between meetings of the same level • and the same events • Recommended dates for the National Championships • Recommended dates for international matches • Clear qualification criteria under which an athlete can enter • in a higher category of a meeting and dates for reviewing • the qualification status must be set

  17. Scoring of the League Each event takes place at least 6 times. Each discipline will be awarded with the same amount of points at each meeting. The 5 best results of each athlete will be considered for the classification. The athlete with most of the points will be the winner of the concerned League. In case there is a tie, the higher number of first places etc will be considered. PR and integration of the public • Series of meetings with the effect of a League system • PR activities inclusive wild card system for top athletes under • defined conditions • Event presentation • Limited number of athletes by country • Special conditions for host country athletes • Special conditions for European athletes • Increased identification of the athletes • Right for 1 – 2 highlight disciplines in the Continental League • system with higher ranked athletes under the condition that • calendar conflicts are avoided

  19. Management system and cooperation with the IAAF • The implementation of a One-Day Meeting system needs a close cooperation with the IAAF and a proper management system on the Areas? side. It includes the following aspects: • Selection of the meetings • Supervising, evaluation and punishment system • Financial aspects • Regulations and contractual conditions • Technical requirements • Quality guidelines for the different fields of activities • Permit conditions, up and downgrade regulations • Presentation, PR and Television requirements • Branding and advertisement rights

  20. Cooperation IAAF and the other Areas • The implementation of a One-Day Meeting system needs a close cooperation with the IAAF and other Areas. • The other Areas should follow the pattern of the League • system. In case they are not able to create a credible • Continental League they should start in a first step with • the help of the IAAF with individual meetings. • Exchange of experience between the Areas • Financial aspects and support by the IAAF • Common presentation of the whole system to the media • as an additional step of the implementation of the • Diamond League • IAAF agreed with the qualification criteria • Integration of the previous Grand Prix Meetings in the • Top Continental League
