National Planning Policy Framework • PPG 17 replaced by NPPF • Paragraphs 73 & 74 • Paragraph 73 requires planning policies to be based on assessment of needs for local areas. The assessment must be: • Robust and up‑to‑date • Identify specific needs and quantitative or qualitative deficits or surpluses • Determine what provision is required
Sport England Planning Focus Seeking to achieve 3 main principles • Protect - Protect existing facilities • Enhance - Enhance the quality, accessibility and management of existing facilities • Provide - Provide new facilities to meet demand Delivering these principles through: • Forward Planning • Development management • Strategy for meeting needs
Comprehensive Local Assessments Comprehensive assessment of local sporting need and opportunities Playing Pitch Assessment & Strategy Assessment of all other relevant sporting provision e.g pools, halls…... Creating a lifelong sporting habit
Assessing Needs and Opportunities Guide (ANOG) • Assessing Needs Guide – aim to fill the gap in guidance • Draft guide in late Summer 2013 • Scoping stage – LA’s, NGB’s, Leisure Sector • Consistent approach • Tailored to a wide range of sports and facilities
Assessment of Needs - Stages • Scope, prepare & tailor • Gather knowledge & Information on supply and demand • Assessment and analysis leading to key issues and findings. Clarity on what you need to: • Protect • Enhance • Provide • Sound basis for delivery • ANOG guide to be released in 2013
Playing Pitch Strategy • Has its own detailed guidance due to nature of pitch based sport • Review of ‘Towards a Level Playing’ • Forms part of the overall assessment required by NPPF • Stages – similar approach as ANOG • New PPS guidance to be released with ANOG in 2013.
Lessons Learnt from Sports approach • Clear scope • what are you trying to achieve – raising participation/health/social cohesion • what matters for your area • Involving the right people – best use of resources • Information • Know you users • Know your facilities • Importance of delivery – have a clear picture what is needed in your area and how it can be delivered
