Significant Findings & Issues Discussed • Significant Decline in Social Services Delivery (Health, Education, Social Protection) • Lack of a coherent social policy/strategy and a clear institutional framework for social services provision • Limited recognition/coordination of diaspora remittance towards improved realisation of social protection
Enabling Conditions for Engagement • Need for policy guidelines for working with the diaspora in enhancing social service development-for instance - Identify strategies for improved diaspora based investments (different forms of capital) towards improved social service delivery - Possibilities of temporary (flexible working contracts for health, education and social protection professionals) working in Zimbabwe (sabbatical or 3 months per year)
Critical Success Conditions • Coherent & comprehensive social policy/strategy • Improved institutional capacity and coordination • Clear role for diaspora intervention in the social services reconstruction
Role of the DFZ • Role of the Diaspora in this work will be predicated on the role of DFZ i.e. the facilitation of collaboration of various diaspora interventions/initiatives through information dissemination • DFZ will facilitate resource mobilization for the identified gaps through the various diaspora networks and with individuals – both financial and human capital • At the national level, DFZ will become the institutional face/platform for policy dialogue between govt, civil society and the diaspora • Facilitate strategic thinking and generation of knowledge around social development, social services reconstruction etc
