Alliant Contracts include Oversight and Risk Mitigation to help our GWAC customers achieve Quality Share IT acquisition best practices Review task scope for compatibility Educate stakeholders on the proper use of GWACs Customer Agency Offer acquisition strategies to customer agencies Award and administer base contracts Provide guidance on contract terms and conditions Ensure that Fair Opportunity is applied (IAW FAR 16.505)
Purpose of Pre-Solicitation Scope Reviews for GWAC Task Orders Assist clients in acquisition planning Promote quality assurance & integrity of GWACs per OMB Designation Allow early risk mitigation Optional—not mandatory Advisory—OCO has total control and responsibility for Order Required Information SOW or Statement of Objectives (SOO) IGCE including labor categories and hours Scope compatibility review form Principle purpose (e.g. IT service based solution) Procurement history & areas of concern (background) Total dollar amount
Scope Review Process Review SOW and identify any areas of concern including any disconnects between IGCE and SOW language Request client to provide clarification of identified issues and any additional information Respond to client w/in 2-5 business days after all info received.
Scope Summary Principle purpose must be an IT services-based solution IT equipment and supplies (i.e. Hardware, software licenses…) can NOT be thesole purpose of the requirement Ancillary equipment and services (both IT and non-IT) must be integral to the overarching IT solution; no dollar or % limitations imposed--OCO discretion

So, Which Vehicle Should I use ? Both vehicles offer cost effective, streamlined acquisition options for IT requirements. Clearly, there is overlap in terms of scope and available contract types. Start by assessing the unique aspects of your requirement and ask yourself the following questions: Does my IT requirement meet the definition for a commercial item? If yes, either vehicle may be used If no, only a GWAC may be used
So, Which Vehicle Should I use ? Is my IT requirement solely for hardware or software? If yes, Schedule 70 should be used if the items are commercial items GWACs may never be used solely for hardware/software requirements Do I need a BPA structure? If yes, MAS 70 may be used; GWACs may also be structured to achieve the same outcome offered by a BPA through the use of optional CLINs, NTE CLINs and a combination of contract types to achieve maximum flexibility and risk management (e.g. hybrid task order) Do I need a cost type Order? If yes, then GWACs offer cost type Orders
So, Which Vehicle Should I use ? Does my IT requirement involve ancillary support (i.e., non-IT subject matter experts, ancillary construction, hardware, software etc…) to achieve an integrated IT solution? Whereaseithermay be viable, the process is very different for each vehicle. GWACs are specifically designed to support complex integrated IT solutions offering a single prime to manage an Order MAS 70 accomplish an integrated solution through “Contractor Team Arrangements (CTAs) ” offering multiple Primes to manage an Order
So, Which Vehicle Should I use? Your acquisition strategy for each Order should be determined based on: your agency's policy and objectives scope contract type commercial/non commercial contractor pool/incumbent teaming/subcontracting ancillary services and support in achieving a total integrated solution Hopefully we have given you some ideas, so be creative and ask questions
