What makes a difference? • Fewer injuries equal • More workers for higher productivity • Happier employees • Less money spent on compensation and replacement workers • Timely filing of claims reduces time off work • Faster action by OWCP • Less claimant frustration • Earlier medical treatment • Return-to-work saves • Less money spent on compensation • More workers equal higher productivity • Employees feel valued

  4. $$$$ • A 3% reduction in total injuries and in lost time injuries would result in a savings to the government of approximately $41 million in 2004 alone!* • Millions to be saved in injury compensation costs. * Using National Safety Council average costs for 1998, includes direct and indirect costs, excludes property damage.

SHARE • Initiative signed by President Bush on 1/9/04 • 3 year initiative FY04 – FY06 • Builds on accomplishments of FW 2000 • Reflects management approach of President’s Management Agenda • One baseline year for all goals - 2003 • Win-win goals to improve safety and health and reduce injuries and illnesses • Goals established collaboratively with DOL

  6. SHARE • Goal 1: Reduce total case rates by at least 3% per year • Goal 2: Reduce lost time case rates by at least 3% per year • Goal 3: Increase timely filing of claims by at least 5% per year • Goal 4: Reduce lost production days by at least 1% per year.

  7. SHARE • OWCP/OSHA and Federal Departments will develop new strategies to: • Improve safety and health at high injury rate sites • Assist in improving timely filing of claims through electronic means • Guide agencies in providing suitable work and tools for injured employees.

Total Case Rate Reductions • Since 1998 – • 16 of 17 departments reduced Total Case Rates • The best “reducers”: • Department of State – 41.1% • Housing and Urban Development – 39.5% • Department of Education – 37.0% • Department of Health & Human Services – 31.5% • Department of Labor – 30.1% • Honorable mention – with change in staffing due to the creation of the Department of Homeland Security • Department of the Treasury – 49.1% • Department of Justice – 35.4%
