  2. What is PB? • Program Budgeting is basically presenting the budget in terms of groupings of government activities in a particular area. It is an attempt to link policy objectives (hence policy areas) with public expenditures. • In Moldova, Program Budgeting is a component of a greater PFM reform agenda.

  5. SEPS and Program Structure Sector Expenditure Plans (SEPs) bring together program owners in a particular sector from different organizations. SEPs are generally organized and presented in terms of programs. Within the SEP process , sector working groups • set the priorities among programs, • develop the narrative for budget justification for each program, • identify performance targets for each program, • propose the medium term budget requests for each program

  6. Problems with Program Budgeting in Moldova • PB is perceived as red tape hence further paper work to be completed for MoF • Performance information is incomplete and inconsistent. They measure whatever is easy to measure not what actually matters • It is not part of line ministries’ management system • Performance reports are not public

  7. What is Management of Public Policy Project is doing about PB issues? • MPP is working with four ministries that do not have programs yet (internal, external, info tech, construction and regional development) • MPP is working with 14 ministries to improve quality of performance information
