  1. HS2 in the East Midlands Strategic Board Presentation

  2. What we have done so far • Evidence base • Mapped all sectors and economic activity • Review of all transport priorities • Review of key sites and assets (strategic corridors) – spatial drivers • Validated at a workshop on July 10th • Positioning Report – end of July – fed into the Growth Strategy • Scale of Ambition – series of quantitative projections • Futures Workshop August 17th • Agreed Scenario • Vision • Strategic Direction of the Strategy • Setting out the interventions

  3. HS2 Growth Sector Opportunities

  4. HS2 Toton – Emerging Service Patterns Outstanding connectivity for Toton

  5. Understanding the Scale of the OpportunityEmployment Projections – 2042

  6. Baseline Employment Projections • Policy-off forecast that does not consider the impact of HS2 • 172,000 additional jobs by 2042 • Despite a strong recent recovery, future growth is below national trends

  7. Growth Ambition – Principles • Scale and potential to deliver growth • Historic and recent trends • Sensitivity to HS2 and associated investment • Potential to benefit indirectly and supply chain • Assets, sites and connectivity • Ability to capture national growth trends • But….must align to policy…be distinctive and ‘of the area’ in terms of forward growth • Future Factors – technology, trends, demography and policy • Ambitious but consensus and realism

  8. Alternative Employment Projections Projected Employment Change 2014-42 Baseline: 172,000 (+11%) HS2 Led: 205,000 (+14%) Strategy Led: 246,000 (+16%) UK Trend: 184,000 (12%)

  9. Alternative Employment Projections Employment uplift above the baseline (2014-42) HS2 Led: 33,000 Strategy Led: 74,000

  10. Projection Summary • Ambitious • Credible, realistic and sense checked • Consensus on scale of ambition

  11. Our Economic Vision The unrivalled connectivity at Toton and close proximity of strategic sites for growth, infrastructure and leading edge science and technology assets present an exciting opportunity to attract global talent and investment ……by creating an internationally competitive location for high value AME, reinforced by world class innovation support. Through enhanced connectivity to our urban centres HS2 will help the East Midlands develop a higher value service economy. Totonitself will be both gateway and destination bringing a new generation of visitors to the East Midlands but becoming a place to do business at the heart of UK’s road and high speed rail network.

  12. Futures Workshop - strong steer on potential scenarios Five scenarios developed: • Potential Scenario 1: East Midlands: High Value Service Economy • Potential Scenario 2: East Midlands Engine • Potential Scenario 3: East Midlands: The Networked Region • Potential Scenario 4: East Midlands: ‘Technopolis’ • Potential Scenario 5: East Midlands: The Smart Growth Enabled Region Plus two additional ambitions: • A galvanised visitor economy and distinctive gateway • A dynamic entrepreneurial economy

  13. Preferred ‘composite’ Scenario

  14. Economic Benefits of HS2…beyond the Hub • HS2 not the only driver – necessary but not sufficient for growth • Not just development of the Hub station site • Strengthen connectivity between East Midlands’ core economic assets • Toton with Derby / Nottingham / EMA / Leicester • Enhanced connectivity (across the region, and for all parts of the region to London and other major conurbations – not only via HS2 but through freed up capacity on existing infrastructure) • Strategic Delivery Vehicle, and a strategic masterplan / development framework beyond the hub • Masterplan / development framework for the wider area would provide a strategic approach to maximising benefits, and ensure local areas are able to secure benefits from HS2
